Job Description
Summary This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Refugee Resettlement, Unaccompanied Children Programs, located in Washington, District of Columbia. Responsibilities Analyzes, assesses, and evaluates refugee program plans, goals, programmatic effectiveness and operational efficiency. Oversees field operations, policies, and standards for the treatment of unaccompanied children in care, including general child advocacy issues. Interacts with individuals in diverse disciplines and specialties as well as with high-level professionals and administrative officials both within and outside of the organization. Prepares long and short-range complex reports, administrative documents, policies, and procedures, solicits and presents information, and gains the cooperation of others. Requirements Conditions of Employment Qualifications Applicants must demonstrate that they meet the Specialized Experience requirement as noted below. Specialized Experience: GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Providing strategic leadership to critical components of an unaccompanied children program; Establishing new programs and/or revising or improving current business processes regarding unaccompanied children; Providing direction in the development of policies related to unaccompanied children programs; Providing direct supervision to subordinate supervisors who manage various program components. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
