Job Summary:
The Assistant General Counsel is responsible for providing legal advice to the company with regard to various areas of assigned specialization. The incumbent has clear authority in specialized areas to act for the company. Also develops and maintains internal relationships and provides coordination with outside counsel when necessary
  • Performs other duties as assigned by management.
  • Provides advice to management on legal issues concerning company business.
  • Conducts performance reviews on an annual basis and administers salaries for the staff.
  • Directs the employment activities of the office that include staffing, development, and training.
  • Healthcare:
  • Provides advice to management on legal issues relating to marketing requirements, claims, subscriber contracts, ERISA, utilization management, provider contracting and provider credentialing and agreements.
  • Represents the company in matters before regulatory agencies.
  • Supports business units with product and process changes and liaise with regulatory agencies, as appropriate.
  • Develops and monitors goals for staff and provides ongoing feedback and coaching.
  • Ensures staff meets all regulatory requirements and comprehends and complies with best practices, professional standards, internal policies, and procedures.
  • Handles legal inquiries from within the company. Responds with legal opinion as appropriate.
  • Prepares summaries of legal matters, as necessary. Serves on various internal committees as both participant and counsel, as required.
  • Directs staff to ensure overall client satisfaction and appropriate level of service delivery.
  • Monitors changes in the legal environment and assists business to come into compliance.
Education/Experience:
  • Requires Juris Doctor from accredited law school.
  • Requires experience in the health care insurance and managed care industry.
  • Requires supervisory experience.
  • Requires minimum of ten (10) years experience in the practice of law, preferably in a corporate legal department or law firm, as appropriate.

Additional licensing, certifications, registrations:
  • Active NJ Bar Admission or eligibility to obtain limited license for in-house counsel required

Knowledge:
  • Must be proficient in the use of personal computers and supporting software in a Windows based environment, including MS Office products (Word, Excel, PowerPoint) and Lotus Notes; Should be knowledgeable in the use of intranet and internet applications.
  • Knowledge of state and federal laws, rules, regulations applicable to the health insurance and managed care industry
  • Knowledge of health insurance industry required.

Salary Range:
$162,000 - $225,330
This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity. This range has been created in good faith based on information known to Horizon at the time of posting. Compensation decisions are dependent on the circumstances of each case.
