Job Description

Earn $65,770 annually plus 160 hours vacation, 3 personal days off with pay, 10 paid holidays, 12 sick days and we offer medical insurance and a 401K
Summary of Responsibilities: Under the direction of the Director of Foster Home Recruiting and Licensing the Assistant Director of Foster Home Recruiters and Licensors is responsible for overseeing and ensuring the quality of the work produced by their team, including providing guidance, feedback and training as necessary to maintain high standards of performance. Assistant Director of Foster Home Recruiters and Licensors will attend training and provide training as needed and be up to date with new terminology; develop and manage access and monitoring functions that are operating efficiently and effectively with a level of quality that coincides with best practice.
HOURS PER WEEK: Exempt
  • Weekend and evening hours required
  • Regular hours entail 9:00am-5:00pm, Monday - Friday

Functions
  • Plan and implement new ideas the help department function smoothly
  • Conduct biweekly foster parent meetings
  • Completes department reports
  • Perform other duties as requested by your immediate supervisor or the Chief Executive Officer
  • Onboard any new UC FHRL staff member such as, provide training, oversight, and support to the Staff with the Recruitment and Certifying process
  • Provide support to the Director of Foster Home Recruiters and Licensors with administrative tasks; as needed
  • Write/edit policy and procedures
  • Organize work structure to meet the needs of the department and agency
  • Responsible for maintaining the privacy and confidentiality of Protected Health Information of service recipients in any form (e.g., computer access, conversation, document) during and surviving the termination, expiration or cancellation of employment/association with Cayuga centers
  • Maintain proper communication with foster parents
  • Implement procedures in accordance to new ORR Field Guidance, OCFS or policies
  • Identify trends of concerns and facilitate solution based meetings with department staff and management
  • Serves as a resource and trouble-shooter to foster parents, maintains motivation and treatment anticipation of foster parents, and ensures a good working relationship with foster parents
  • Responsible for complying with rules and regulations governing access to Protected Health Information under HIPAA. Access to Protected Health Information is limited to the extent required to perform responsibilities effectively and efficiently. No access will be permitted unnecessarily. The essential job functions as described, herein, dictate the level of access, use, and disclosure of confidential information
  • Promptly elevate any concerns to the Director of Foster Home Recruiting and Licensing
  • Strong decision making skills using agency, ORR and OCFS policies and procedures
  • Travel within the 5 boroughs
  • Responds in a positive and respectful manner to diversity, among the agencys service population and staff
  • Approves certification and ongoing compliance for foster parents
  • Project a professional, friendly and helpful presence
  • Strong decision making skills using agency, ORR, and OCFS policies and procedures
  • Works with FHRL Director, Vice President, and Chief Operations Officer for Federal Programs to anticipate foster parent recruitment needs
Required Experience
  • Bilingual - English/Spanish required. All agency documents and records are in English, so English writing proficiency is required. Position itself requires Spanish speaking, writing, and reading proficiency
  • Child welfare experience strongly preferred
  • Strong communication and organizational skills required
  • Demonstrated ability to perform duties with minimal supervision and to exercise greater judgment
  • Ability to work effectively in a team context
  • NYS Drivers License Required
  • Ability to handle confidential material in a responsible manner
  • Proactive, creative problem solver, clerical aptitude and detail-oriented
  • Project management skills
  • Strong skills in Microsoft Office required (Excel and Word)
  • Bachelor's Degree with 2 years UC experience required
  • Experience working in a busy human services office - strongly preferred
Physical Requirements
  • Stand for several hours to teach/train foster parents
  • Word processing: Including responding to e-mails, composing letters, completing computerized documentation, transcribing minutes for meetings, etc.: This involves sitting at a computer for several hours a day
  • Sit/ride in vehicles, busses, subways, trains, planes - public transportation for lengthy periods of time
  • Walk to enter/exit subway and other public transportation
  • Must be able to lift up to 50 pounds
  • Completing paperwork -Such as copying and stapling
  • Walk several blocks to get to required location
  • Walk up/down stairs
