Job Description
Position Summary

Responsible for directing all aspects of the Field Maintenance department and its various functions at the Minneapolis-Saint Paul (MSP) International Airport. Responsible for airport compliance with FAR Part 139, CFR 1540-1542 and other regulatory documents. Assists with the coordination of the airport emergency plan, airside and landside maintenance programs, and the snow and ice control plan. Collaborates with the Director of Maintenance Services and Asset Management to establish departmental goals and objectives. Assists with the preparation and the administration of the operating and capital equipment budgets and the department’s annual strategic plan. Possesses a thorough knowledge of airport operations and the interaction required between MAC departments, various FAA divisions, airlines, airport tenants and other agencies to ensure well-coordinated and efficient operations at the Minneapolis-Saint Paul International Airport.

Position Description

People Leadership

  • Apply a servant leadership approach, lead by example and hold people accountable
  • Schedule work and employees to ensure service standards are met
  • Hire, reassign, promote, discipline, reward, suspend and/or terminate employees
  • Implement MAC’s Performance Management System with employees and ensure that managers do the same
  • Meet regularly with staff to clarify roles, set expectations, check progress, exchange performance feedback and build employee satisfaction
  • Develop employees for current role and upcoming work needs
  • Lead and supervise direct and indirect reports according to MAC Human Resources and Administrative Services policies
Management & Operations
  • Contribute to the overall quality of the department by reviewing, recommending and implementing improved policies and procedures
  • Develop and maintain a collaborative relationship with airport tenants, air carriers and various divisions of the FAA; facilitates effective working relationships
  • Prepare and oversee departmental operating and capital equipment budgets
  • Participate in MAC-wide safety, emergency preparedness and operational committees
  • Participate in the Accident Review Board process relating to airfield incursions
  • Other duties as assigned
  • Direct the maintenance of accurate records and prepare/direct the preparation of a variety of reports, correspondence and other written materials
  • Responsible for the daily oversight and implementation of the MSP Safety Management System (SMS) plan for his/her area of responsibility
  • Ensure compliance with all Federal Aviation Administration (FAA) regulations and advisory documents that govern airport safety and security (FAR Parts 139, 77, CFR Parts 1540-1550 as well as associated advisory circulars)
  • Oversee equipment testing, modification and partners with Fleet for capital purchases
  • Represent the airport in meetings with representatives of private entities or other public organizations
  • Prepare reports/documents and present information to the Commission for review and approval
  • Coordinate with airlines regarding efficient airfield operations
Planning & Budgeting
  • Develop long-term and annual goals that support MAC’s strategies, mission, vision and values
  • Collaborate with Human Resources to identify workforce needs and prepare a rolling three-year workforce plan
  • Assist with developing, implementing and managing the departmental budget
  • Oversee implementation of staff training and development plans to ensure skills are maintained in alignment with evolving business needs

Minimum Requirements
  • Knowledge of federal regulations pertaining to airport operations
  • Clear, concise, thorough and persuasive presentation, facilitation, negotiation, verbal and electronic communication skills
  • Strong writing skills for composing memos, policies, procedures, proposals, reports, and other specifications
  • Valid driver’s license
  • Five years experience managing airport operations or airside/landside maintenance operations
  • Three years of experience managing and supervising direct reports which include responsibility for hiring, coaching, rewarding, disciplining and terminating employees
  • Intermediate skill level using Microsoft Word, Outlook, Excel & PowerPoint
  • Ability to respond to emergencies or snow events during off hours
  • Excellent decision making, problem solving and conflict resolution skills
  • Bachelor’s degree in Aviation, Business, or a related field
  • Proven history of effective interpersonal communication, collaboration and listening skills to work with a variety of leaders, managers, employees and work groups inside and outside of MAC
Desirable Requirements
  • Experience in the administration, interpretation and compliance of union contracts or other contractual agreements
  • Airport snow removal operations experience
  • American Association of Airport Executives (AAAE) accreditation, Certified Member (CM) designation or Airport Certified Employee (ACE) certification
