Job Description

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the application and/or Supplemental Questionnaire will result in disqualification.

THE COMMUNITY

The Alameda County Social Services Agency (SSA) is comprised of over 2,300 employees working collectively and in partnership with community-based organizations, neighborhood groups and policy makers to serve the needs of the community. SSA has a proposed FY22/23 Budget of over $906 million and is comprised of four operating departments: Agency Administration & Finance; Adult & Aging Services; Children & Family Services; and Workforce & Benefits Administration. MINIMUM QUALIFICATIONS

Education:
Possession of a bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Social Welfare or closely related field of study is required.

AND EITHER

Experience:
The equivalent of four years of full-time experience in the classification of Division Director or higher level classification in the Alameda County classified service, which included responsibility for major program administration and policy direction.

OR

Experience:
The equivalent of five years of full-time, increasingly responsible administrative experience, two years of which must have been as a Program Director in public welfare administration or a closely-related program, with direct responsibility for major program operations, budget or policy direction.
A Master’s degree from an accredited college or university in Public Administration, Business Administration, Social Welfare or a closely related field may be substituted for two years of the required work experience in either pattern above.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:
Knowledge of:

  • Provisions of the California Welfare and Institutions Code.
  • Principles of supervision, budgeting, modern organizational development, management, public relations and budget.
  • Community resources and current trends.
  • Principles and practices of public welfare and human services administration.

Ability to:

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  • A review of candidates' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  • A review of the candidates' Supplemental Questionnaires to select the best qualified to continue in the process. Those candidates considered best qualified will move on to the final step in the examination process.
  • An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
