Job Description

Responsibilities The primary purpose of this position is to serve as the Installation Airspace Manager. Responsible for nonterminal Special Use Airspace (SUA) or Special Activity Airspace (SAA) recommendations, utilization review, documentation, administration, collaboration and impact implication for assigned or required Airspace. Also serves as a member of the Installation Mission Sustainment Team, coordinating with other installation representatives and stakeholders. Manages, maintains, and coordinates assigned SUA and Airspace for Special Use (ASU). Serves as action officer for installation Airspace issues and subordinate units on matters pertaining to use and performance of that airspace. Plans, and directly supports the Air Force Academy Flying Training Mission on matters pertaining to requirements, justification, and management of aerial events. Reviews local, command, and agency, existing, new, or revised, policy and directives pertaining to SUA and ASU airspace management.   • Knowledge and skill to provide staff advisory, planning and review services and make recommendation based on projects with potential to impact airspace utilization.
  • SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. My experience demonstrates a knowledge of the transportation function of the position to be filled. In addition, my specialized experience includes knowledge of technical procedures and requirements related to aviation activities for the installation in order to assess compliance with Federal Aviation Administration decision of record findings; knowledge of air traffic control laws, policies, regulations and precedents applicable to airspace management; and knowledge of the National Environmental policy Act and requirements to environmentally assess various federal actions such as establishment of new special use airspace, military training routes, restricted area airspace and air refueling tracks. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related, with a major study in or related fields such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics or other fields related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.   • Skills to conduct unbiased technical evaluations of airspace utilization, requirements, and mission impact. Ability to plan, organize, conduct and lead studies or projects relative to air space.
  • Knowledge of National Airspace Systems (NAS) sufficient to evaluate and document operational space and determine compliance with FAA decision of record, review/assess potential impact of environmental and requirement change and access efficient airspace utilization.
  • Knowledge of laws, and processes pertaining to encroachment issues.
  • Knowledge of FAA, DoD, Air Force, and MAJCOM handbooks, instructions, and directives pertaining to airspace and encroachment matters.
  • Ability to communicate effectively both orally and in writing and maintain good working relationships with officials in other units or organizations.
