Job Description
ARServices is seeking an Acquisition Project Manager to join our team supporting the Defense Threat Reduction Agency (DTRA) Research & Development Directorate (DTRA RD). In this position you will provide Advisory and Assistance Services (A&AS) to the Combating Terrorism Technologies Division (CXC) in the Counter-WMD Technologies Department delivering acquisition project advice and assistance support.
The successful candidate will represent a classified program, often independently, representing government interests and coordinating with government financial and contracting officers as well as refining requirements with combatant command end users. Candidates must have a demonstrated ability to work independently, as well as in building partnerships and teamwork.
Principal Duties
  • Provide acquisition planning, programming, budgeting and execution support for defense technology development programs in accordance with DOD Directive 5000.01 to government program manager.
The successful candidate will apply experiential knowledge to:
  • Coordinate and lead support to contracting officers up through contract award and administration functions to support the customer;
  • Support the design of the program to meet capability gaps;
  • Prepare and maintain program management execution reports;
  • Develop, monitor and co-manage plans for assigned projects;
  • Author correspondence, program briefings, etc.; and,
  • Develop acquisition strategies and procurement documents to include drafting statements of work, developing Independent Government Cost Estimates, and conducting market research among myriad of other project management responsibilities;
  • Support the overall management of R&D projects related to cost, schedule, and performance (aka, commitments, obligations, and expenditures).
Requirements
The successful candidate must possess the following requirements:
  • Acquisition Program Planning and Project Management (eg., met certification standards for DAWIA Level II Acquisition Project Management)
  • Knowledge: DOD Directive-5000.01 project management, work experience with DTRA and/or the SOCOM community, minimum of three to five years’ experience in DoD acquisition, project management or contracting is required;
  • Skills/Competencies: ability to work independently and demonstrated successful project management reporting and execution; excellent communications at senior levels; demonstrated success at multi-year fiscal planning and execution; and, fully versed in MS Office software suite; other required skills include:
  • Experience: minimum 5 years professional experience in assignments of successive responsibility culminating in a minimum of 1 year as a project manager or commensurate position. Experience with DTRA is preferred. Candidate will have a minimum of 3 years’ experience working within the DoD preferably in Research, Development, Testing and Evaluation and as such, familiarity with the Acquisition Life Cycle and various contracting/procurement methods the government uses to acquire goods and services.
  • Behaviors: team player not afraid to be accountable and take initiative, anticipate requirements, implement self-developed plans for on-time, under budget success with minimal supervision; comfort working within matrix organizations, able to manage and work multiple tasks simultaneously, and successfully de-conflict multiple demands from equal stakeholders;
  • Analytical Research (assessing threats and market research for state of art technology development capabilities)
  • Education: BA/BS degree preferably in management, business, or policy. Additional qualifications are preferred (e.g., Defense Acquisition Workforce Improvement Act (DAWIA) Project Management, or PMP).

  • Clearance requirement: TOP SECRET/SCI (SCI eligible will be considered)
Candidate must also be able to travel 10-15% of the time in performance of duties of the position.
