Job Description

Duties

The Employment and Training Administration (ETA) provides Federal grants and technical assistance to State and local organizations that provide workforce development services to various populations. ETA is comprised of various units with specific functions, including Regional Offices’ Office of State Systems (OSS), which oversees the operation of the Division of Workforce Investment (DWI) and the Division of Workforce Security (DWS), the Office of Special Initiatives and Demonstrations (OSID), and the Division of Financial Management and Administrative Services (DFMAS). Accountants are assigned to these units throughout the regions to act as senior accountants and technical specialists.

Some Duties include:

  • Review and evaluate existing finance and accounting policies, standard and procedures to develop improved working processes.
  • Serve as an agency expert of statutes, regulations, policies and standard operating procedures for program area pertaining to a full range of issues including highly complex and unusual issues.
  • Interprets Federal requirements and procedures to grantees to assist them to comply with Federal requirements.
  • Promote communication, coordination, cooperation, and mutual understanding between program participates, stakeholders, and the civilian community, as applicable.
  • Prepare and deliver presentations to various internal and external audiences on financial and administrative matters.
  • Exercise positive interpersonal relationships with program participants and stakeholders through the use of tact and diplomacy to resolve issues or conflicts between groups with different objectives and needs.
  • Review a variety of financial reports, analyzes and validates financial data, and resolves accounting discrepancies in reported data.
  • Manage a grant portfolio within assigned program area(s) of high complexity, scope and impact, and conducts the day-to-day fiscal management for the grants with in the grant portfolio.
  • Serve in a senior capacity in the development and coordination of various accounting, financial management, and administrative functions within the agency.

Qualifications

The Accounting Series, GS-0510, has basic requirements (IOR). Applicants must meet both the basic requirements and specialized experience for the specific grade level to qualify.

Individual Occupational Requirements

Basic Requirements

  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the Basic Requirements of the Individual Occupational Requirements, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.

Successful candidates must demonstrate experience in five of the five areas.
1. Applied administrative requirements, cost principles, and audit requirements for Federal Awards, laws, regulations, rules, policies, and guidelines to the financial management of grant funded programs.
2. Analyzed organizational or program fiscal and administrative practices, policies, functions, and programs and advising managers on changing operations.
3. Analyzed financial reports and systems to determine adequacy of internal controls, including testing financial systems for compliance.
4. Conducted specialized on-site reviews of grant recipient organizations to determine compliance with applicable Federal accounting and grant management requirements, including preparation of written monitoring reports.
5. Provided technical assistance to grant recipient organizations, including aid in resolution of audit findings.

A writing sample may be required as part of the interview process.

Education

There is no education substitution at the GS-13 level for this position.
