Duties

As an Accountant, at full performance level, you will perform the following duties:

  • The incumbent serves as an Accountant providing services that support department and organizational programs and components;
  • The incumbent is responsible for carrying out professional accounting responsibilities in accordance with guidelines established by the department;
  • Provide support in a wide variety of accounting services regarding financial issues as well as questions and problems related to the organization;
  • The incumbent performs a wide variety of activities that enable the agency to maintain efficient and effective business processes, to safeguard assets, to enhance transparency through accurate and timely financial reporting, and to ensure compliance with laws and regulations.

  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.

You must meet the basic requirement for this position. The Office of Personnel Management (OPM), Individual Occupational Requirements (IORs) for the Accounting, 0510 series are as follows:

Degree: A degree (Bachelors or higher) in accounting; or a degree (Bachelors or higher) in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience: Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree (Bachelors or higher) that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph 1; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
IN ADDITION TO MEETING THE ABOVE BASIC EDUCATIONAL REQUIREMENTS, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS:

You qualify for the GS-11 grade level if you possess one of the following:

Experience: One (1) year of specialized experience equivalent to the GS-9 grade level or equivalent performing duties such as:Providing accounting services that support department and organizational programs and components;
Assisting senior level accountants in maintaining business processes that contribute to effective management control over program operations;
Communicating with senior level analysis in an effort to gather, analyze and compile data to provide support services; and
Ensuring accurate, concise and timely information is available to management and officials upon request. OR
Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in Accounting or related field. OR

Combination of Education and Experience: I have a combination of successfully completed post-high school education and experience may be used to meet total qualification requirements. The total percentages is equal to at least 100 percent to qualify for the GS-11 grade level. Only my graduate education in excess of the first two years of study may be used to qualify me for positions at grades GS-11.

You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as:Reviewing and evaluating automated and/or manual accounting and financial management systems to find, review, or change accounting data in transactions files, ledgers, accounts, summary report and financial statements;
Interpreting financial and accounting data in order to provide appropriate analysis for management's use in decisio making; and
Recommends changes in funding and budget plans that if accepted may require management to revise substantive programs.
