Job Description

This position is within the office of Business Operations and Financial Affairs at the ECU School of Dental Medicine (SoDM). This position reports to the Director of Revenue Cycle and is responsible for the management, direct supervision, billing and collection of Clinical Revenue for the SoDM ($16M billed annually). The Clinical Accounting Director manages centralized and decentralized business activities related to finance, billing and compliance with government and commercial payers. The clinical enterprise is composed of clinical operations within Ross Hall; the General Practice Residency Clinic; and eight Community Service-Learning Centers (CSLC) located across the State of North Carolina.

Financial Management
  • The Clinical Accounting Director manages the business
functions of insurance, billing, collections, revenue receipt, patient accounts,
reporting and compliance components of the SoDM’s Revenue Cycle. This includes
charge capture, claim submission, insurance and patient collections, refunds,
adjustments, remittance processing, payment plans, bankruptcy and thirdparty/
federal payor follow-up. This position must translate broad policies and
procedures from State and Federal Governments and University Departments to
develop and maintain sustainable operating procedures. The position develops and
analyzes financial data to improve SoDM opportunities for revenue collection and
must have current knowledge of billing regulations, clinical coverage policies and
insurance industry changes. This position is responsible for the cash operations and
monitors processes, procedures and business activities as it relates to Cash
Management and PCI compliance.
  • The position completes the close-out and reconciliation of clinical revenue activity
monthly, quarterly and at year-end by generating and preparing reports, ensuing
reconciliations are done, accounts are balanced, and remittance posting is
completed in axiUm. Journal entries are prepared and completed daily, monthly,
quarterly and at year end to ensure financial transactions are properly accounted for
in Banner, the University’s Accounting System of Record.
  • The position develops financial, billing and revenue collection interfaces for
numerous clinical programs which incorporate grants or alternative funding programs
and assures fiscal rules and regulations are applied correctly.

Business Administration:
  • The position provides leadership and administrative direction in the development of processes, procedures and systems that contribute to successful business operations as well as providing training and consultation related to new business operations and developing documented policies and procedures to coincide.
- The position is a “super-user” of axiUm, the School’s Dental Management Software System, as well as accounting systems such as Banner, Finance Self- Service, Self-Service, e-print, ecuBIC and PORT. – The position has extensive knowledge of professional fiscal matters, techniques, practices and procedures in both dental/clinical operations and financial operations.
  • The position develops policies and procedures to insure appropriate internal controls of all clinical billings and collections. In addition, the position is responsible for ensuring that appropriate
controls are in place to monitor patient billings and collections, reconciliation of cash accounts and appropriate designation of expenditures to meet generally accepted accounting principles and the application to cost, governmental accounting, and nongovernmental accounting.

  • The position directly supervises five staff members and indirectly supervises three staff members.

Departmental/Vendor Liaison:
  • The position represents, communicates and maintains relationships with internal University Departments and external banking and financial services entities .
  • This position independently resolves or makes recommendations for complex issues and problems and serves as a trainer and resource to SoDM. This position anticipates problems and develops recommendations for management resolution.

Position is contingent upon available funding.

Minimum Education/Experience
Master’s degree and 1-2 years of experience; or a Bachelor’s degree and 2-4 years of experience.

License or Certification Required by Statute or Regulation

Preferred Experience, Skills, Training/Education
Prior experience in the healthcare setting is preferred.
Prior experience working with the collection of patient revenues.
Ability to assess workflows and resources.
Ability to communicate clearly with stakeholders.
Ability to analyze and present financial information clearly.
