Job Description


Iowa Vocational Rehabilitation Services – Administrative Services Bureau is looking for a new member to join its Financial Services team. We are interested in energetic, action-oriented professionals interested in being part of a statewide team dedicated to serving the needs of employers and assisting individuals with disabilities to achieve employment, independence, and economic goals.


In this role, you will serve as an Accountant 2 and contribute your experience and knowledge towards fulfilling our Mission – We provide expert, individualized services to Iowans with disabilities to achieve their independence through successful employment and economic support alongside your IVRS team.


As an Accountant 2, you will provide technical leadership and consultation with fiscal issues involving IVRS contracts with contractors, contract managers and other financial staff. Such contracts may be with other state agencies, school districts and non-profit organizations.


Duties and responsibilities to include, but not limited to the following:


  • Cross train with other Accountants and Budget Analyst 2 in financial processes such as out of state travel approvals, requests for exception to policy, pre-audit documents to process through I/3, and periodically review balancing and check deposits.
  • Assure that expenditures submitted for projects are within the approved budgets and are allowable, allocable and reasonable.
  • Interpret and apply applicable Code of Federal Regulations including EDGAR, OMB Circulars, and VR and IL sections, State Accounting Policies and Procedures, State Service Contracting Guide, and Administrative Rules.
  • Ensure agency compliance as new contracts and situations are discussed. Monitor financial processing and budget compliance for programs that involve partnerships to provide Vocational Rehabilitation services in order to maximize capacity to further the IVRS mission of providing expert, individualized services to Iowans with disabilities to achieve their independence through successful employment and economic support.
  • Assist other accountants with their contracts as needed. Review and substantiate the tracking of match and expenditures within I/3 records, as applicable.
  • Support cross bureau efforts connecting business, purchasing and financial requirements.

This position may include statewide travel to contact centers, schools, rehabilitation facilities, businesses and other community locations and may include participation in staff meetings, special committees and in-service training activities.


The successful candidate must be able to pass a criminal background check conducted by the Iowa Department of Public Safety.


Minimum Qualification Requirements


Graduation from an accredited four year college or university with a minimum of twelve semester hours (or its equivalent) in accounting, business administration or finance; course work and eighteen months of responsible experience in accounting, accounts examination or verification, budgeting or closely related fiscal experience with a governmental agency, public accounting firm, or private industry;


OR


substitution of work experience in the public or private sector which entailed accounting, auditing, budgeting, assessment or computation of taxes, or closely related financial functions (e.g., treasurer, comptroller, accountant, auditor, budget analyst, etc.) on a year-for-year basis for the required education (thirty semester or equivalent hours equal one year);


OR


substitution of successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting for the required education;


OR


any combination of qualifying post high school level education and experience which totals five and one-half years;


OR


employees with current continuous experience in the state service that includes the equivalent of six months of full-time experience as an Accounting Technician 2 shall be considered as qualifying;


OR


substituting graduate level course work in accounting, business administration, or finance for each year of the required experience on the basis that satisfactory completion of 30 semester or equivalent hours of graduate level course work is equivalent to one year of experience;


OR


employees with current continuous experience in the state service that includes the equivalent of eighteen months of full-time experience as an Accounting Technician 1 shall be considered as qualifying;


OR


Certified Public Accountants may qualify with six months of the required experience;


OR


employees with current continuous experience in the state classified service that includes the equivalent of twelve months of full-time experience as an Accountant/Auditor 1, six months of full-time experience as an Accounting Technician 3, or twenty-four months of full-time experience as an Accounting Technician 2 shall be considered as qualifying.
