Some college, technical training, or extensive work experience required.

Over 5+ years as a Senior Buyer or Purchasing Lead.

Concentration in Supply Chain Management, Finance, or Law

Coordinates with Project Management, Construction Management, Business Development, Legal, Finance and Insurance during project execution

Accountable to the Project Procurement Manager, Project Management, the project Buyer or other designated Supply Management project lead

Effectiveness of relationships with suppliers, management

Works with project personnel to plan and support Supply Management execution for the project

Assures compliance with Supply Management policies and procedures and brings any non-compliance issues to the attention of management

8 - 10 yrs. minimum in purchasing or related field, with specific experience in procurement management

Establishes and implements effective procurement management leadership, systems, methods and procedures for the project or group

Participates in or leads supply management strategy development and implementation

Provides guidance on procurement management matters to project team. May participate in internal and external supply management presentations

Works with other responsible Supply Management leadership regarding development, implementation and support of Supply Management programs and procedures

Consults with Department management on critical project execution challenges

Strong time and project management skills

Certified Professional in Supply Management (CPSM)

Prioritize and respond to ERP messages to effectively manage the flow of material to enable the organization to meet customer demand

Manage incoming material to minimize expedited freight

Diligently manage the procurement of material to achieve strategically targeted inventory levels

8+ years purchasing experience for manufacturing environment

Buying experience within Healthcare industry,preferred.

Bachelor's degree (Supply Chain, Engineering or Business Administration preferred), plus three or more years of purchasing-related experience

Strong interpersonal and communication skills (both oral and written)

SAP and Ariba experience strongly preferred

Certified Professional in Supply Management (CPSM).

Experience working in a public higher education purchasing environment or government purchasing experience, particularly experience with Texas agencies.

Knowledge of Texas Education Code Chapter 51 Subchapter T (Construction and Repair of Permanent Improvements).

Additional experience/education may substitute for education/experience on a one year for one year basis.

Within 18 months of hire, must possess one of the following required or preferred certifications:

Certified Texas Contract Manager (CTCM)

Working knowledge of Lawson Financial System and OnBase Electronic Content Management System preferred.

Processes requests for creation, approval, and distribution through the enterprise content management (ECM) system.

Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

One (1) year procurement experience required. Public sector preferred.

Strong verbal, written communication, math, accounting skills and organizational skills.

Strong interpersonal skills and ability to deal effectively with the public, other employees, and elected officials.

3+ years of experience in Procurement and Supply Chain Management role

Organize multiple projects, including schedule, risk management, and problem-solving

Other supply chain related activities, such as coordinating logistics and inventory management

Communicate with suppliers and cross-functional teams to meet schedules and requirements in CapEx projects

Build and manage strategic supplier relationships
