Must be able to perform all assigned responsibilities under “grey sky” requirements.
Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State and local regulations.

They must be able to assess the needs of the affected community, develop plans to address those needs, and coordinate with local, state, and federal agencies to ensure that resources are allocated appropriately. They must also be able to provide technical assistance to local organizations and individuals, and be able to develop and implement training programs to help communities prepare for future disasters.
