They must be knowledgeable about disaster preparedness, response, and recovery, and be able to work with a variety of stakeholders to ensure the best possible outcomes. They must be able to assess the needs of the affected community, develop plans to address those needs, and coordinate with local, state, and federal agencies to ensure that resources are allocated appropriately. They must also be able to provide technical assistance to local organizations and individuals, and be able to develop and implement training programs to help communities prepare for future disasters.
