Performance Management and Policy Analyst III (grade: N28) Salary: $83,052 - $134,500

Performance Management and Policy Analyst II (grade: N25) Salary: $73,173 - $117,424

Key responsibilities of this position include:

Conducting thorough research and analysis

Developing compelling presentations and data-driven recommendations

Collaborating with departments to monitor performance and implement improvement strategies

Good communication and program management skills

Significant experience in vendor contract management and negotiations

5+ years managing IT vendor relationships or related experience (e.g., Strategic Sourcing, Procurement, Contract Management, etc.)

Partner with GTS accountable business owner, Information Security and Risk Management to conduct initial and periodic updates to vendor risk assessments

Experienced knowledge of technology categories (e.g., Hardware, Software, Network, Telecom) and market leaders

Proficient in vendor management software tools e.g. ServiceNow, Hiperos, Archer, MetricStream or others

Demonstrates knowledge management skills to contribute to content structure, consumption approaches and taxonomy

Experience of various industry applications for content management, quoting and bidding

Background in ITIL, Service Management, IT Management, IT Outsourcing, Service Design.

Participates in pre-sales activities including customer research, deal qualification preparation, collaboration with business units and interviews with the sales organization

Develops content and/or underlying needs for new service offerings, and updates existing content as offerings mature/evolve

Organizes and leads teams to meet mission objectives, communications and manages actions through to completion.

Identify and analyze needs through interviews, surveys, and meetings with supervisors, management, administrators, officials, clients, the public, etc.

Three years’ experience in preparing and developing training or education courses which includes designing learning objectives, curricula and materials.

Six months experience in presenting training or education courses in the assigned theoretical or technological discipline.

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

Develop and implement training, development, informational, and/or educational programs, courses, curricula, training resources, lesson plans, materials, and visual aids.

Coordinate training/educational activities with agency personnel, contractors, community/professional organizations, and other providers.

Submarine Training experience (greater than 15 years)

Engineering/Technical/Business Administration Degree, MS preferred
