Job Description
Description Under supervision, reads and records residential and commercial water meters; and to performs a variety of general water service and customer service duties. Exercises no supervision. Distinguishing Characteristics Meter Reader I: This is the entry level in the class series. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have only limited or no directly related work experience. Meter Reader II: This is the full journey level in the class series. Positions at this level are distinguished from the I level by the performance of the full range of duties as assigned, working independently and exercising judgement and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and positions at the II level are normally filled by advancement from the I level requiring three years of experience at the I level, successful performance, budget availability, and management recommendation. When filled from the outside, the employee is required to have prior related experience which allows the employee to meet the qualification standards for the II level. Examples of Duties Examples of duties may include, but are not limited to, the following:
  • If applicable,California State Water Resources Control Board Water Distribution Operator Grade I Certificate.
  • Delivers documents, bills, door hangers and other materials as required;
  • Performs related duties and responsibilities as assigned. Qualifications Experience: Meter Reader I:
  • Performs duties of Water Distribution Operator as required; and
  • Connects and disconnect meters for new service or for non-payment of bill as directed;
  • Three years of meter reading experience. Education:
  • Possession of a valid driver's license. Possession of a California license is required at the time of appointment. Meter Reader II:
  • Equivalent to a high school diploma.
  • Assist with training new personnel;
  • Installs and removes water meters;
  • Possess and maintain a California State Water Resources Control Board Water Distribution Operator Grade I Certificate.
  • Verifies readings in cases where consumption appears to be abnormal;
  • Responds to customer inquiries and refers complaints to supervisor;
  • Performs minor maintenance on meters as necessary;
  • Frequently required to travel to different sites and locations.   • Possession of a valid driver's license. Possession of a California license is required at the time of appointment.
  • Reads and records water meter readings on assigned routes; record readings with computerized devices;
  • Frequently required to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift up to 75 pounds;
  • Courses in water technology are highly desirable. Licensesand Certificates: Meter Reader I:
  • If applicable, unofficial transcripts or certifications confirming completion of courses in water technology.
  • Frequently exposed to heat, noise, outdoors, vibration, confining workspace, chemicals, explosive materials, mechanical hazards, electrical hazards, and traffic hazards; and
  • Some meter reading experience is desirable. Meter Reader II::
  • Maintains access to meters by ensuring the area is clear and removing obstructions;
  • Inspects meters and connections for defect, damage and unauthorized connections including reporting irregularities to supervisor; replace meters if necessary;
  • If applicable, California State Water Resources Control Board Water Distribution Operator Grade II Certificate. An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. This evaluation must be submittedby the application deadline. Failure to provide all required documents will result in elimination from the selection process.
