The Veterans Specialist coordinates, administers, implements, and provides expertise for program support for all active duty, veterans, and military-connected current and prospective students. This position provides guidance on eligibility of VA education benefits, Military Tuition Assistance, and holistic transition support to veterans and military-connected dependents. The Veterans Specialist serves as a School Certifying Official (SCO) for Department of Veterans Affairs (VA) education benefits and Department of Defense (DOD) Military Tuition Assistance (TA) benefits. This role assists in interpreting, monitoring, and reporting financial information according to applicable federal, state, and local laws and regulations. This position serves as an intermediary between outside state and federal agencies and students. The Veterans Specialist analyzes student situations and identifies areas of concern and problems, referring students to appropriate resources to resolve problems outside the area of expertise. Involve meeting and communicating updates to students. This role requires consistent professional development to remain compliance with applicable policies and procedures updates by the Department of Veteran Services, Department of Defense, Department of Education, Tennessee Higher Education Commission, and the Tennessee Veterans Education State Approving Agency.

Duties and Responsibilities:
Serves as a VA school certifying official (SCO) submitting enrollment information and enrollment changes to the Department of Veteran Affairs per government guidelines; creates and maintains student files, records, and databases; guides and advises students on how to successfully utilize their educational benefits by explaining the impacts of withdrawal, grades, veteran SAP, graduation, prior education evaluations, etc.; reviews and researches federal and state regulations, manuals, and guidelines to stay current on issues affecting veterans’ education benefits; processes primary school concurrent/supplemental enrollment, program changes and petitions requests for military-connected students; serves as the secondary liaison between students and the Department of Veterans Affairs regarding educational benefits; processes Federal Military Tuition Assistance (TA) grades and graduation; and updates TA portals programs and courses Assist students in submitting Military Tuition Assistance funding requests deferments.

Provides 1:1 holistic student support, on-boarding, retention, and success support functions to students to ensure ongoing successful progress to completion of degree programs to the cohort of active duty, veteran, and military-connected students by appointment, walk-in, and electronically over the phone and email; provides complex advising to military-connected students and coaches them on goal setting, decision making, registration, academic progress, and satisfactory progress towards their degree; supports veterans' holistic transition from the military to college by assessing and developing plans for success and managing the community of resources to overcome potential barriers to execute those success plans; provides ongoing, proactive, regular follow-up to ensure student learning and progress outcomes are met. Maintains an active database and monitors student success; provides transition support and retention initiatives to veteran students and monitors results. Collaborates to develop and implement tracking systems for veteran retention/persistence/completion.

Assists with training for VMA Ambassadors, VA work studies as it relates to day-to-day policies and procedures with the VA enrollment certification process; coordinates daily office tasks for functional area to part-time or work study students; assists with the coordination and execution of campus events to support military-connected students, such as Veterans Day, workshops, meetings, classroom presentations with learning outcomes; makes budget recommendations; assists with the development, maintenance, and delivery of program resource information to include presentations and reports to the military-connected community.

Researches, analyzes, interprets, and explains University of Tennessee at Chattanooga (UTC) policies and procedures related to admissions, curriculum, advising, student success, and degree completion; interprets, monitors, coordinates, technical assistance and reports financial information according to applicable federal, state, and local laws, policies, rules, and regulations; handles immediate or sensitive issues requiring confidentiality or quality assurance; escalates matters requiring senior leadership intervention; attends college fair programs and participates in campus recruitment activities; other duties as assigned to include outreach, retention and recruitment efforts.

The ideal candidate will possess the following:

  • Ability to identify and resolve complex problems, personnel management skills.
  • Knowledge of software applications: Banner, Microsoft Office programs, VAOnce, DegreeWorks, etc.
  • Thorough knowledge of Veterans educational benefits; including Veterans, Active Duty, Reserves, National Guard, and dependents education benefits.
  • Ability to work independently and adapt quickly, assimilate, and apply new information.
  • Excellent administrative, organizational, interpersonal and leadership skills.
  • Knowledge of advanced computer support systems for data management.
  • Ability to apply new technologies.
  • Strong analytical skills.

Minimum Qualifications: Bachelor’s degree in relevant field; three years of experience in a professional setting; experience in advanced records management; experience interpreting and explaining office polices and procedures.

Preferred Qualifications: One or more years of experience providing academic advising in a college or university setting; experience as a School Certifying Official (SCO) working with the Department of Veteran Affairs in a college or university setting; experience working with state or federal agencies in a compliance related position focused on regulatory reviews or audits; experience using online student databases (i.e. Peoplesoft, Canvas, Banner); experience working with diverse populations (such as Veterans, Multicultural, International).
