General Statement of Duties
This entry-level employee actively participates in the work of a small field crew responsible for the investigation of customer service requests, operation and maintenance of sewer or stormwater infrastructure assets, and routine maintenance of electronic monitoring equipment at various sites throughout the appropriate service district. Performs related duties as required.

Knowledge Of
Basic Personal Computer skills including the ability to use a current version of a Windows Operating System and browser-based applications and user interfaces.

Apply basic mathematics including addition, subtraction, multiplication and division, including fractions and decimals in the performance of job duties.

Interface in a professional and courteous manner with customers.
Remove manhole lids and inlet grates.
Remove and transport debris from off-road infrastructure sites to an on-road vehicle.
Safely drive and operate a variety of passenger and specialized commercial vehicles to various job sites in a variety of weather conditions.
Work in inclement weather conditions, while exposed to unpleasant odors, raw sewage, etc.
Examples Of Work Performed

Assists in providing response to service requests relating to MSD infrastructure or City of Cincinnati stormwater infrastructure from customers or outside agencies.
Enters manholes, chambers and confined spaces to perform investigation and maintenance activities.
Safely utilizes a variety of confined space entry and self-contained breathing apparatus equipment as a confined space entrant or attendant.
Enters customers' homes and/or businesses to perform investigations and building sewer maintenance activities utilizing specialized maintenance equipment.
Safely aids in the operation of specialized maintenance equipment such as electric drain cleaners (mole machines) and electronic transmitting sondes and receivers to physically determine the locations of buried sewer collection system assets.
Respectfully interacts with customers during the course of service requests and investigations.
Assists in the inspection and performance of basic maintenance on sewer force-main air release valves.
Assists in the operation and maintenance of flow control gates and devices.
Cleans Combined Sewer Overflow (CSO) mechanical regulator equipment and drop-gate structures to maintain wastewater flow and meet defined levels of service.
Assists in the installation and maintenance of electronic monitoring equipment in support of MSD's Combined Sewer Overflow (CSO) and Sanitary Sewer Overflow (SSO) real-time monitoring program.
Assists in special investigations to resolve drainage problems.
Assists in the marking of utilities.
Uses a laptop computer or other portable electronic device to review and update assigned work orders.
Completes and maintains accurate electronic and written records of all completed assignments.
May drive a variety of passenger and specialized commercial vehicles to various job sites as needed.

Required Education and Experience
Each applicant must have a valid secondary education (high school) diploma or GED equivalent. Some college credits or post-secondary technical education is preferred.
Promotional
Each applicant must have one year of experience as a Sanitation Helper, Cleaner, Laborer, Utility Laborer or Civil Engineering Technician 1.
Other Requirements
Must have a valid Driver's License.
Must maintain minimum job-required certifications.
Must have sufficient vision to read blueprints, schematics, sketches and personal computing devices, and to recognize differences in color.
Must be willing to work irregular shifts or irregular hours.
Some positions may require the Utility Technician to obtain and utilize Self-Contained Breathing Apparatus (SCBA) and Supplied Air certification within the probationary period.
Some positions may require the Utility Technician to possess or obtain a valid Class B Commercial Driver's License (CDL-B) within the probationary period.
Military Education & Experience Evaluation
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.
Additional Exam Information
Who May Compete on this Exam: All classified permanent employees with the City of Cincinnati who meet the qualifications as of the exam date. It is the policy of the Civil Service Commission that temporary transfer and/or promotions time will not be counted for examination eligibility purposes.
Per Civil Service Rule 10, Section 2, at least one-half of the required work experience must have taken place within the five years immediately preceding the examination, unless specified otherwise on the announcement.
Required Service Rating:No employee who has received "does not meet expectation" on two of the last three performance evaluations may compete.
Exam Scoring and Seniority Points:The passing score will be determined after the examination by the Civil Service Examiner together with the Civil Service Secretary. Determination of passing score will be based on the job analysis and the examination results in consultation with subject matter experts and/or other professional methods. Seniority points will be added to passing scores.
Twelve-Month Rule (AFSCME):Employees who are currently in the 12-month period after promoting, laterally transferring, or demoting may test for other posted positions. However, in order for the employee to be appointed to that position, he/she must meet all eligibility requirements under the Civil Service Rules.

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

Basic Life Insurance

Supplemental Life, Long Term Disability, Accident & Critical Illness Insurance
Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.
Flexible Benefits Plans
Healthcare Flex Spending Account
City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.
Dependent Care Flex Spending Account
City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.
Transportation Expense Reimbursement Account
City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.
Healthy Lifestyles Program
City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.
Integrated Health Reimbursement Arrangement (HRA)
This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.
Retirement Plan
The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.
Deferred Compensation
As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
