Summary

This position performs skilled technical and administrative work for the engineering division locating and mapping underground infrastructure. Work is performed under the moderate supervision of the Distribution Field Foreman.

Essential Functions

Deliver excellent customer experiences in all interactions with internal and external customers.

Manages the Authority’s participation in the North Carolina One Call system for utilities to include entering tickets, locating tickets, clearing tickets for location.

Reads maps, operates a calculator, computer, and utility locating equipment, and maintains daily work records.

Fulfills locate request within the 72 hours deadline established.

Creates all appropriate documentation and reporting.

Reports any issues with location of utilities immediately to supervisor.

Participates in essential mapping activities for Authority infrastructure.

Locates water and sewer underground infrastructure.

Clears vegetation and other impediments to adequately access infrastructure.

May be required to work outside normal work hours in emergency and on-call situations. In case of disaster, either natural or man-made, as a condition of employment employee will be called upon to serve ONWASA customers. Service to customers during a disaster will result in the assignment of other duties, which will take precedence over duties described in this class description.

Thorough knowledge of the ONWASA water system and NCDOT road system within Onslow County, some knowledge of utility line construction and construction techniques and utility infrastructure; ability to read and interpret documents such as blueprints, maps, safety rules, operating and maintenance instruction and procedure manuals; knowledge of computers and the ability to use software associated with mapping and locating; ability to write routine reports and correspondence; ability to speak effectively and appropriately before groups of peers, customers or employees of the organization; ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume; ability to apply concepts of basic algebra and geometry; ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form; ability to read and understand construction plans and documents; ability to read and understand tax records and deeds needed for water and sewer lines easements; ability to effectively and appropriately communicate with property owners, contractors, engineers and NCDOT employees; ability to establish and maintain effective working relationships with property owners, contractors, engineers, NCDOT employees and associates.


Physical Demands & Work Environment

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires standing, walking long distances, speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, smelling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices and observing general surroundings and activities; work occasionally requires working near moving mechanical parts, working in high precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to the risk of electrical shock and exposure to vibration; work is generally in a moderately noisy location (e.g. business office, light traffic)


Education and Experience & Special Requirements

High school diploma or GED and two (2) years of experience in utility locating utilizing tools such as a subsurface locator, metal detector and probe rod; must possess computer and mapping skills and or utility construction knowledge.

Microsoft Office or Office 365 course training and/or experience preferred.

NC Water Treatment Facility Operator Certification Board: C Distribution or greater.

Equivalent combination of education and experience considered.

Must meet the minimum driving standards set by ONWASA and have possession of a valid driver's license in the State of North Carolina.
