Education and/or Equivalent Experience:
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business, Public Administration, or in a field related to the job, plus four (4) years’ experience in maintenance and/or operations, two (2) years of which were in a lead or supervisory capacity.
  • Experience or education may be substituted up to a maximum of four (4) years.


Licenses or Certifications:
  • Valid Class C Texas Drivers License.

Notes to Applicants
The City of Austin Transportation & Public Works Department (TPW) is seeking to fill a supervisor position within Right-of-Way (ROW) Management to supervise a team of utility case managers and engineering intake specialists. This position will also help lead the Austin Utility Location and Coordination Committee (AULCC). The AULCC is a committee of utility owners charged with the identification of utility conflicts, design coordination, and opportunities for joint construction for projects occurring within the public right-of-way. This position will be reporting directly to the ROW Supervising Engineer and will also include the following duties:
  • Facilitate AULCC meetings and assist customers, engineers, and contractors through the utility coordination process
  • Support the City of Austin’s effort in reducing utility strikes through the Zero Damages Initiative by implementing best practices in utility designs, and minimizing utility conflicts prior to construction
  • Perform routine work audits of staff members to ensure completeness check compliance for both utility and TCPs
  • Support the City of Austin’s effort in identifying joint construction opportunities, and long-range utility planning, and attend coordination meetings on behalf of AULCC
  • Oversee the engineering intake process for approximately 650+ utility plans and 5,000+ traffic control plans (TCPs) received per year for review
  • Coordinate approximately 650+ utility plans reviewed per year through each of the design stages, including utility conflict analysis, betterments, and relocations in accordance with the UCM

Driving Requirement:

Preferred Qualifications
  • Experience with temporary traffic control plans (TCP) and work zone management
  • Experience with one or more phases of a utility project, including planning, design, permitting, and construction for various utilities (such as water, wastewater, stormwater, power, gas, fiber optic, etc.) and roadway projects
  • Experience using case management experience using AMANDA or similar software.
  • Familiarity with the City of Austin permitting process, including the Utility Coordination (UC), General Permit (GP), Site Plan (SP), and Right-of-Way (ROW) processes
  • Experience with supervising a team, establishing standard operating procedures, developing work goals, resolving staff conflict, and providing routine work audits
  • Experience reading, interpreting, and applying regulations to utility and construction plans. Regulations may derive from the local level, such as the City of Austin Utilities and Transportation Criteria Manuals, and/or state regulations, such as the Texas Commission on Environmental Quality (TCEQ).

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  • Manages the activities of transportation enterprise operations to include various permitted or non-permitted uses of public rights of way.
  • Coordinates operations of the division with other city divisions, departments or outside entities to ensure City of Austin transportation enterprise operations are maintained.
  • Develops and evaluates short and long range strategies, goals, and action plans to meet business needs.
  • Ensures that traffic operations comply with city ordinances, state and federal laws.
  • Makes recommendations to management on budget development and expenditures, short and long term programs and enterprise initiatives.
  • Monitors and ensures section operates within appropriated enterprise transportation budget.
  • Develops and implements policies and procedures for enterprise transportation operations.
  • Prepares, presents and communicates information to a variety of audiences including the public, city boards, and City Council.
  • Ensures operations of division are met by managing section with changes to equipment, budget and personnel to meet department needs. Ensures the identification and delivery of all appropriate safety training.
  • Prepares and reviews reports as part of the process of monitoring and communicating section performance results.
  • Recommends major purchases and expenditures, develops specifications for product, price, and services to be received.
