This position is only open to Colorado state residents.
This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).
New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

Description of Job
About The Work Unit
The Statewide & Regional Planning Section is responsible for facilitating and directing the Colorado statewide transportation planning process, including the development of the long-range statewide multimodal transportation plan and the integration of the Department’s other modal plans. The Section is also responsible for working with the five Metropolitan Planning Organizations (MPOs) and ten rural Transportation Planning Regions (TPRs) and assisting them in the development of their Regional Transportation Plans.
About The Position
The Transportation Planning Specialist position will be responsible for the following- development of the Statewide and Regional Transportation Plans, work as a liaison to assigned CDOT Region(s) and Transportation Planning Regions and Metropolitan Planning Organizations (TPRs/MPOs), conduct research on planning topics as assigned, write briefs and reports, conduct data analysis and prepare spreadsheets, perform strategic communications, and review and produce planning products.
This position may serve as the staff authority and designated expert for the 10-Year Plan database of projects and associated fact sheets.
Major duties and responsibilities include, but are not limited to:
  • Other job duties as assigned.
  • Work closely with the Department’s Office of Communications in crafting message points and outreach plans to seek public and stakeholder input and share progress;
  • Position will coordinate information for the CDOT Accomplishments Reports as it relates to the 10-Year Plan accomplishments and project tracking;
  • Maintain the 10-Year Plan database of projects and associated fact sheets. This will require close coordination with various areas of CDOT such as the Program Reporting and Transparency Office, the Division of Accounting and Finance, Communications Office and each of the CDOT Regions to ensure the 10-Year Plan database of projects remains current;
  • Represent CDOT in assisting the MPOs and /or rural TPRs in the state with carrying out the responsibilities for developing plans and programs, implementing transportation programs and projects, and all other responsibilities identified in state and federal legislation.;
  • Compiles and analyzes various types of Regional information into consolidated statewide summaries;
  • Work with the Statewide and Regional Planning Manager, and other CDOT staff, in developing the Statewide Transportation Plan and Regional Transportation Plans (RTPs).
  • Represents CDOT at TPR/MPO meetings, technical committees (internal and external to CDOT) and at public meetings;
  • Coordinate and track MPO or TPR documents that need approval from the Governor, Transportation Commission, Department of Public Health and the Environment, FHWA, FTA, or EPA;
  • Prepares and present materials, document outcomes, identify issues, and communicate this information to appropriate parties;
  • Coordinate meetings, develop meeting materials, and draft meeting minutes; develop presentations and other support materials for external and internal partnering meetings such as Statewide Transposition Advisory Committee, Statewide Plan Team, and Statewide MPO meeting;
  • Support the Branch in providing strategic communication support with developing fact sheets, web content, and presentations;
  • Position will work with the CDOT Program Reporting and Transformation Office to keep track of the 10-Year Plan projects using program management software such as PMWeb;
Work Environment:
  • Travel to planning meetings within the state
  • Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met. You may work a hybrid schedule with a combination of in-office and remote work
  • Required to operate CDOT vehicles
Minimum Qualifications
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Planning Specialist III ($53,484.00 to $65,868.00 annually)
Six (6) years of professional work experience involving planning and/or transportation planning.
OR
A Bachelor's degree from an accredited college or university in business administration, finance, planning (regional, transportation or urban), political science, public administration, or another field of study closely related to the main duties of this position
AND
at least two (2) years of professional work experience involving planning and/or transportation planning.
Planning Specialist IV ($66,444.00 to $81,840.00 annually)
Seven (7) years of professional work experience involving planning and/or transportation planning.
OR
A Bachelor's degree from an accredited college or university in business administration, finance, planning (regional, transportation or urban), political science, public administration, or another field of study closely related to the main duties of this position
AND
at least three (3) years of professional work experience involving planning and/or transportation planning.
Substitutions
A Master's degree in one of the above listed degrees will substitute for the undergraduate degree and one (1) year of the required professional experience.
A Doctorate degree in one of the above listed degrees will substitute for the undergraduate degree and two (2) years of the required professional experience.

Conditions of Employment
