Job Description
Transportation Engineer I:
Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details.
Transportation Engineer II:
Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.
Transportation Engineer III:
Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Transportation Engineer IV:
Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
The essential duties for a Transportation Engineer I, II, III, or IV:
Performs engineering design work such as plan review, development of layouts, sketches, plans, specifications, estimates and contracts
Performs and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications, or special provisions.
Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for complex transportation projects.
Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
Negotiates fees, explains scope of work and monitors consultant design contracts.
Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
Performs Other Job Responsibilities As Assigned.
Additional duties for a Transportation Engineer II:
Represents the district at technical meetings and public hearings at local, state, federal and/or international levels.
Reviews designs and detailed drawings of bridges and related structures prepared by other engineers and technicians.
Additional duties for a Transportation Engineer III:
Chairs or serves as a member of a contract selection team.
Testifies at condemnation hearings and trials.
Additional duties for a Transportation Engineer IV:
Makes presentations and represents TxDOT.
Performs complex structural engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
Minimum Qualifications:
Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Transportation Engineer I:
4 YEARS engineering, transportation engineering, or related engineering experience
Transportation Engineer II:
5 YEARS engineering, transportation engineering, or related engineering experience
Transportation Engineer III:
6 YEARS engineering, transportation engineering, or related engineering experience
Transportation Engineer IV:
7 YEARS engineering, transportation engineering, or related engineering experience
Applies to all positions:
Experience can be satisfied by fulltime or prorated parttime equivalent
Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
No Supervisory Experience Required.
Licenses and Certifications:
  • If performing underwater bridge inspections: Must have Open Water Diver certification.
  • Licensed Prof Engineer*
  • For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
  • Valid driver’s license. This position requires driving a state vehicle.
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Hydrologic and hydraulic engineering principles, practices and methods and the application of engineering theory
Standards and specifications for bridges and other transportation structures
Construction phasing and sequencing
Environmental engineering as it relates to transportation
Geometric design relationships to traffic operations, maintenance, and construction
Transportation principles and methods for moving people or goods by multimodal (road, air, water) methods, including their relative costs, advantages, and limitations
Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines
Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
Physical Requirements and Working Conditions:

Position Information
The TxDOT Waco District is looking for a Project Manager / Transportation Engineer to join our team. The ideal candidate will be capable of managing consultant and in-house projects.
Consultant Project Management: Manages Engineering consultants hired for PS&E (Plans, Specifications, and Estimate) or S/E/P (Schematic, Environmental, and PS&E) contracts. Negotiates with providers and Professional Engineering Procurement Services (PEPS) staff to obtain engineering services for the Waco District. Ensures quality and timeliness of deliverables.
In-House Project Management: Works directly with the District Design Engineer and in-house design staff to produce Plans, Specifications, and Estimates for projects in the Waco District. Guides and educates design staff in the design of highways and other transportation facilities.
Work Hours: Flexible (minimum two days in office)
Transportation Engineer I: B23, $55,184 – $90,393/yearly
Transportation Engineer II: B24, $59,004 – $96,720/yearly
Transportation Engineer III: B25, $63,104 – $103,491/yearly
Transportation Engineer IV: B26, $69,415 – $117,397/yearly
