Job Description
Performs engineering work. Work involves job rotation, training and continuing education in design, construction, construction inspection, maintenance, surveying, environmental and/or transportation operations-related activities with the intent to actively pursue engineering licensing/registration through appropriate training and exams. Design activity is supervised by a licensed professional engineer who has authority for final approval of all projects. Work requires contact with local governmental representatives, engineering contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Essential Duties:
Engineering Assistant I, II, or III duties:
  • Uses automated roadway programs and computer-assisted design/engineering systems.
  • Performs engineering-related duties in the field of transportation engineering.
  • Applies principles, methods and techniques of engineering technology to a wide variety of transportation-related activities.
  • Actively prepares for professional engineering licensing/registration through appropriate training and exams and completion/maintenance of required documentation.
  • Performs other job responsibilities as assigned.
  • Participates in Career Development for the Engineering Assistants program which includes job rotation, training and continuing education.
  • Assists in performing construction inspections.
Engineering Assistant II or III duties:
  • Applies engineering principles, methods and techniques to a wide variety of transportation-related activities.
  • Performs engineering-related planning, design, data collection, evaluation and analysis activities.
  • Uses automated roadway/structural or hydraulic design programs and computer-assisted design/engineering systems.
Engineering Assistant III additional duties:
  • Creates detailed PS&E.
  • Assists with contract administration for construction and maintenance projects to ensure contractor compliance.
  • Performs engineering calculations for plan quantities as part of PS&E preparation activities.
  • Reviews construction plans prepared by consultants.
Minimum Qualifications:
Education - Engineering Assistant I, II, or III: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Acceptable Substitutions :
  • Master's degree in engineering or a Master of engineering degree from an institution that offers a Bachelor of Science degree, in the same discipline, which has been accredited by the Engineering Accreditation Commission of the Accreditation Board of Engineering and Technology (EAC/ABET) may substitute for a bachelor's degree.
  • Doctoral degree in engineering or a Doctor of Engineering degree from an institution that offers a Bachelor of Science degree, in the same discipline, which has been accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET) may substitute for a bachelor's degree.
Experience:
Engineering Assistant I: None (Experience can be satisfied by fulltime or prorated parttime equivalent).
Engineering Assistant II: 1 year in Engineering or related experience (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications
Engineering Assistant III: 2 years in Engineering or related experience (Experience can be satisfied by fulltime or prorated parttime equivalent). Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Competencies:
Engineering Assistant I, II, or III competencies:
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
  • Communicate effectively
  • Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations
  • Computer-aided drafting and design systems
  • Transportation engineering terminology and fundamentals

Engineering Assistant II or III additional competencies:
  • Applying engineering principles, practices and methods in job responsibilities
Engineering Assistant III additional Competencies:
  • Reading and interpreting applicable plans, schematics, blueprints and maps
  • Materials used in highway/bridge construction and maintenance
Physical Requirements and Working Conditions:
  • Required to wear protective hard hat and other personal protective equipment/devices.
  • Reaching-extending hand(s) and arm(s) in any direction.
  • Feeling-determining size, shape, temperature or texture of objects
  • Kneeling-bending legs at knee to come to a rest on knee(s).
  • Close Visual Acuity-using measurement devices; and/or assembly or fabrication parts.
  • Close Visual Acuity-work includes visual inspection of small defects/parts.
  • Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs.
  • Visual Acuity-operate machines, such as drill presses, power saws, and mills.
  • Subject to outside environmental conditions; no effective weather protection.
  • Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc
  • Lifting-raising objects from lower to higher position/horizontally to a different position.
  • Balancing-walking, standing, crouching on various surfaces without falling.
  • Standing-prolonged periods of time.

Participation in the Engineering Assistant Career Development Program (EACDP) requires that employees sign a Program Agreement, which outlines employee responsibilities and service time commitment. Failure to comply with all terms of the Program Agreement will result in reclassification.

Position Information
The Waco District is in search of highly motivated and exceptionally well-rounded professionals to join its outstanding force of engineers. The purpose of the Engineering Assistant (EA) Program is to provide optimal training and comprehensive, hands-on experience to recent young graduate engineers. With a sound understanding of all aspects of engineering, TxDOT’s engineers are better equipped to handle the complex situations and numerous challenges the job presents.
The rotation schedule includes:
  • 6 months in Operation
  • 18 months in Construction
  • All EA’s are assigned a mentor.
  • 24 months in Design
The Waco District’s continued success is tied closely to the success of the EA program.
Salary Range for Each Engineering Assistant Level
Position Title Salary Grade/Range
Engineering Assistant I B19: $44,400 – $58,399 yearly
Engineering Assistant II B20: $48,000 – $62,400 yearly
Engineering Assistant III B21: $50,400 – $68,960 yearly
