Job Description
Who We Are
The mission of the Texas Workforce Commission (TWC) is to promote and support a workforce system that creates value and offers employers, individuals, and communities the opportunity to achieve and sustain economic prosperity. To support our mission, we are recruiting a Title IX Coordinator (Ombudsman IV) to join the Vocational Rehabilitation Division, Field Services Delivery team.
You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.
What You Will Do
The Title IX Coordinator is hired by and reports to the Division Deputy Director for Field Services and performs highly complex (senior-level) work on Title IX and equal opportunity issues and provides leadership in resolving staff and customer complaints. Work involves overseeing dispute resolution activities; assisting employees and VR stakeholders in resolving conflicts, and specifically Title IX complaints. The successful candidate will educate VRD staff or the general public on relevant state and federal rules, regulations, programs and procedures regarding equal opportunity, discrimination and sexual harassment prevention. Coordinates and maintains documentation on outcomes for complaints involving VR process and service delivery. May prepare participants for meetings or hearings and investigate complaints. May serve as a team lead providing direction to others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
You Will Be Trusted To
  • Perform Title IX education outreach activities within VRD to coordinate and raise awareness in program services.
  • Provide input on the development and integration of new methods, policies, and procedures related to program activities.
  • Coordinate and performs dispute resolution activities concerning disputes involving VR staff, VR customers, or VR providers.
  • Track and provide regular reports to Executive Leadership of complaints, investigation results, and resolutions to complaints.
  • Serve as Title IX Coordinator for the VR Division, and develops, oversees, and maintains processes for Title IX complaints and reports of sexual harassment, sexual violence, and related allegations of misconduct.
  • Develop and implement training on preventing and responding to Title IX complaints.
  • Work collaboratively with the Title IX Liaison/Ombudsman at the Criss Cole Rehabilitation Center to develop, oversee and maintain Title IX complaints and reports of sexual harassment, sexual violence, and related allegations of misconduct.
  • Work collaboratively with the regional customer engagement and mediation officers. Recommends solutions to identified areas of compliance exposure, reviews solution implementation, if applicable.
  • Ensure informed and consistent communication in policy implementation, provide oversight of investigations and grievance procedures
  • Research and responds to legislative or other external inquiries, coordinating with local, regional, or state office management as needed.
  • Facilitate information sharing among various parties involved in a grievance, dispute, or complaint.
  • Perform related work as assigned and required to meet the mission and goals of the department, division, and the Texas Workforce Commission agency.
You Are a Great Fit With
  • Experience in resolving customer complaints and participation in mediation and dispute resolution
  • Experience in conducting Title IX complaint investigations
Master’s Degree in business administration, personnel management, labor relations, human resources, psychology, sociology, counseling, or related field.
  • Skill in conducting investigations and facilitating mediations.,
  • Resourceful with the ability to handle multiple high priority tasks and projects effectively, efficiently, and timely.
  • Strong written and verbal communication skills with an emphasis on briefing executive staff;
  • Interpersonal and management skills to lead to the Criss Cole Rehabilitation Center Title IX Liaison/Ombudsman
  • Knowledge of pertinent state and federal laws, regulations, and dispute resolution with a strong focus on customer service.
  • Knowledge of Title IX, its scope and applicability to recipients of federal funds
  • Ability to analyze and prepare documents, reports, and correspondence; recognize problems identify and facilitate solutions; and to develop and modify policies and procedures related to program activities.
  • Five years’ experience in complaint resolution and investigation of complaints
  • Ability to work independently and as a part of a team in an organized manner, meeting deadlines and adhering to project schedules.
You Qualify With
  • Graduation from an accredited four-year college or university with major coursework in business administration, psychology, sociology, or a related field is generally preferred plus four years of full-time experience in resolving disputes, complaints and/or grievances, or performing investigations, or counseling, or in paralegal work.
  • One year of full-time qualifying experience in claims management, insurance, social work, workers’ compensation, counseling, mediation, or dispute resolution work. may be substituted for each year (30 semester hours) of education.
