Job Description
Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will serve as an Electronics Technician in the Deployed Systems Branch (Code 2514) of the Naval Undersea Warfare Center Division Newport with duty at Pearl Harbor Naval Shipyard, Honolulu, Hawaii. You will support and coordinate the Fleet support and In-Service Engineering Agent (ISEA) operations for Combat Systems at Commander, Submarine Force, U.S. Pacific Fleet (COMSUBPAC). You will assess the functionality and operation of in-service and modernization Combat Control Systems (CCS), including direct support to the Fleet and platform installations. You will engage in planning activities to ensure compatibility among various asynchronous system upgrades, both with respect to technical and schedule impacts. You will utilize expert technical knowledge to ensure electrical devices and/or systems and their equipment and/or components function safely, reliably, efficiently, and economically. You will work with team members in identifying platform risks and associated mitigation plans. You will provide technical support for all Combat Control System (CCS) subsystems and variants using AN/BYG-1 and Tomahawk Weapon Control System (TWCS) to assist in maintaining material readiness. You will be responsible for maintaining readiness of submarine platforms across the Pacific Fleet including ports in Pearl Harbor, Hawaii; Guam; and San Diego, California. You will coordinate and execute CCS Grooms, installations, and updates. You will lead troubleshooting and fleet support as required to improve readiness. You will provide support to the AN/BYG-1 installation coordinator. You will coordinate and conduct software installations and minor hardware updates. You will support the ISEA in conducting technical investigations onboard platforms. You will provide support to Regional Maintenance Centers and COMSUBPAC N4 as required/requested. You will support technical documentation efforts including val/ver, feedback, and redlines as applicable. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of electronics principles to design, develop, test or evaluate electronic equipment or components. Examples of qualifying experience may include (1) advanced knowledge of the Combat Control System, interfacing subsystems and system performance; (2) knowledge and skill in the functional operation of software and hardware for Submarine Combat Systems; (3) knowledge of electronic equipment design, development, evaluation, testing, installation and maintenance; (4) ability to analyze system problem reports, assess their impact to fleet users and recommend corrective action. Education Education may be substituted for specialized experience as follows: A Ph.D. or equivalent doctoral degree in electrical engineering, electronics engineering, or electronics technology; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in electrical engineering, electronics engineering, or electronics technology; OR A combination of experience and graduate education as described above that equates to one year of experience. Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. This announcement uses the Naval Sea Systems Command (NAVSEA) Warfare Centers Science and Technology Reinvention Laboratory (STRL) Direct Hire Authority for Mission Support to recruit and appoint qualified candidates to certain positions in the competitive service.
