Job Description

Human Resource Dimensions has been engaged to place a Talent Acquisition Program and Operations Leader with a well-known client. In this critical role, you will manage a wide variety of TAO projects from conceptual design to implementation. You need to be passionate about process improvement, efficiency, and effectiveness. You thrive on strategic and tactical work and enjoy being hands-on. You are a collaborative team player that enjoys having a "one team" mentality while being consultative to improve efficiency in our hiring practices, systems, and programs. You will be responsible for managing initiatives and be recognized as the technical authority within these talent programs. You will provide advice and counsel related to technology and TA operations as the subject matter expert. This will include assessing and rebuilding the ATS infrastructure.


Essential Duties and Responsibilities

  • Create policy/process/program documentation, playbooks, training aids, presentation, and templates.
  • Develop comprehensive project plans that are aligned with business goals and coordinate team members during all project phases for Talent Acquisition policies, processes, and programs, from initial development to implementation.
  • Articulate project goals, desired outcomes, project progress/dashboard, deliverables, risks/issues, and mitigation plan.
  • Manage and leverage recruiting technology to enhance business results, provide scalability, timely information and ensure consistency.
  • Communicate proactively with all key stakeholders to provide encouragement, identify problems, create solutions, and implement efficiency improvements.
  • Ensure business case cost benefit analysis is in line with business objectives.
  • Train recruiters, HRBP's, and Hiring Managers on TAO process improvements.
  • Provide a consultative solutions-oriented approach through research, relevant trends, best practice, and industry data/benchmark, while working throughout all levels of the HR organization.
  • Continuously look for ways to improve efficiency of the hiring model and processes which can drive resourcing quality and cost; thus, improving the talent pipeline and reducing attrition.
  • Establishing and managing systems, processing, and creating the candidate journey to be as seamless and impactful as possible.
  • Drive multiple, complex TAO programs with multiple project workstreams: focused on bringing a unified, cohesive strategy and scalable, effective talent programs to the organization.
  • Audit the talent and onboarding process from start to finish and implement recommended solutions through both technology and process enhancements.
  • Manage talent programs and report on ROI and success, including paid ads, employee referrals programs, etc. Implement additional programs to increase qualified applicant flow.
  • Build and manage a robust cost-effective hiring model based on multi-channel utilization.
  • Improve and implement efficiencies within the Applicant Tracking System.


Minimum Qualifications (Knowledge, Skills, and Abilities)

  • Knowledgeable and experienced in Project Management Principles, including roadmap, consulting, coaching, facilitation, and change management experience. Domain expertise in policy, process improvement, and building programs.
  • A willingness to roll up your sleeves and demonstrate initiative, results-orientation, with a constant focus on service delivery and customer service is critical.
  • Ability to manage multiple projects simultaneously and navigate around ambiguities autonomously.
  • A minimum of 5 years of experience with Program/ Project Manager responsibilities in Recruiting/Recruiting Ops or Infrastructure, HR Project Management in a high-growth function or business environment in a fast-paced and dynamic organization. Experience in Talent Acquisition or HR is preferred.
  • Skilled in data analysis, measurements of effectiveness, and building insights/story to help with business decisions.
  • Excellent interpersonal, organizational, and influencing skills.
  • High learning agility that allows learning of the company’s culture and embracing it quickly.
  • Resourceful, adaptable, creative, results-oriented, with high energy and a positive attitude.
  • Strong vendor management skills with a bias for action and accountability driven.
  • Experience managing employer branding initiatives.
