Division of Human Resources


Administrative Solutions, Division of Human Resources (HR) exists to provide decentralized human resource services to the general public, applicants, managers and employees who work for the Colorado Department of Human Services. Consultation services include: benefit administration; compensation consultation; employee relations; exam development; HR policy development; job analysis; job evaluation and classification; organizational development; New Employee Orientation; performance management (PMAP); interpretation of CDHS HR policy, state personnel rules, state and federal employment laws; progressive discipline; records management; recruitment; responding to grievances, appeals, charges of discrimination; reorganization issues; retention; selection and selection appeals; workers compensation; settlement advice; strategic planning and overall HR guidance to CDHS managers, supervisors and employees.

Description of Job


This position is hybrid. Employees will likely be expected to report to the office at least 2 days a week starting in September.

The purpose of this position is to provide support and technical assistance to Talent Acquisition staff, employees and managers relating to all hiring activities. This position is responsible for operational and technical duties to include; assisting employees and public with personnel information and interpreting forms and procedures; assisting with recruitment and selection, and assisting the HR team with employee/personnel projects as needed. Additionally, this position is responsible for providing information in various computer and data management systems, and providing various personnel reports and documents to staff and customers upon request.


Job duties of the Talent Acquisition team include, but are not limited to:


  • Manages assigned workload and assists TA Specialists with high volume, entry-level exam plans to include reviewing minimum qualifications, sending notifications, preparing job offers, tracking acceptance/declination of offer, adding requisitions to existing exam plans and maintaining accurate information in both NEOGOV and e-Clearance
  • Drafts and posts job announcement on to State Job Board Uses applicant tracking system to track and manage applicants through the selection phase to onboarding
  • Establishes community contacts to locate career fairs and virtual hiring events and assists in scheduling and providing coverage for these types of events
  • Uses social media, job boards, and other various means to reach external candidates
  • Administers online and in-person testing, when necessary, and assists in recording candidate scores
  • Develops and maintains a network with colleges and universities, Workforce Centers, civic organizations, professional associations and Veterans outreach organizations.
  • Completes employer registration, maintains recruitment calendar and spreadsheet, gathers information on current vacancies, and serves as the representative for the Talent Acquisition (TA) team
  • Establishes deadlines and prioritize daily work assignments
  • Reviews data warehouses, such as CPPS and HRDW, to determine candidate status
  • Responds to applicant emails and manages the cdhs_careers inbox
  • Initiates position number and personnel action form (PAF) requests for TA positions and tracks PAFs through eClearance to ensure timely processing
  • Performs other related administrative tasks


Minimum Qualifications


Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


Five years of experience supporting a human resources team and/or recruiting.


OR


Graduation from an accredited college or university with a bachelor's degree in Human Resources Management, Psychology, Business Administration, or a related field AND One year of experience supporting a human resources team and/or recruiting.


Substitutions


Additional appropriate education will substitute for the required experience on a year-for-year basis.

  • Experience recruiting and/or sourcing for potential candidates
  • Experience working in human resources
  • Familiarity and experience working with Google applications
  • Ability to communicate clearly and thoroughly to all employee populations and levels of management
  • E xperience working with Applicant Tracking Systems (ATS) and HRIS systems (HRIS)
  • Experience working with a State department and/or proven expertise in federal, state, and local employment laws, regulations, statutes, and rules
  • Ability to work independently, proactively address the needs of customers, and take initiative
  • Attention to detail and written communication skills
  • Excellent organizational skills
  • Exemplary critical thinking/problem solving skills
  • Strong technical skills, which includes the ability to work simultaneously across several programs


Conditions Of Employment


  • This position will be required to travel to attend meetings, work events, training, etc. throughout Colorado.
  • This position must obtain a Statewide Personnel Certification Program (SPCP) certification in Selection within the first six months of hire.
  • Standard background process.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment.
