Job Description
Duties
A Supervisor IT Project Manager
  • Supervises a group of employees performing work up to the GS-14 level. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; Observes workers' performance; demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system.
  • Serves as Contract Officer Representative (COR) of performance based and other types of contract vehicles for DOT investments. Evaluates and selects bids and proposals to ensure that proposed efforts are sound, balanced and responsive to DOT needs. Monitors contractor performance to ensure that work is properly directed, integrated, coordinated, controlled and timely. Develops management program plans, policies, and standards and provides input to the IT capital planning process. Coordinates acquisition process in the formative stages of acquisition strategies and requirements packages. Develops and provides guidance on all aspects of acquisitions and procurement packages, including, Statements of Work (SOWs), Performance Work Statements (PWS), Statements of Objectives (SOOs), Requests for Information (RFIs), analysis of compliance issues, cost estimations, cost strategies and project risks. Develops and coordinates the acquisition, implementation, schedule, distribution, and support. Advises management of all pertinent information contained in contractual artifacts and deliverables that may impact cost, schedule or scope during the execution of the project including conflict of interest, and/or present staffing inconsistencies. Develops Independent Government Cost Estimates (IGCEs), and independent assessments of level of effort, required skillsets and labor categories/ rates, and direct and indirect costs.
  • Plans, develops, and directs project management functions involved in acquisition of IT capabilities and execution of projects that deliver those capabilities to DOT-wide program offices and operating administrations. Serves as the program manager through the full project life cycle processes of initiating, executing, controlling, and close-out on projects within the assigned program. Develops, manages, and implements project plans in accordance with the project management methodology. Establishes detailed project plans, tasks, schedules, and identifies milestone dates to ensure proper sequencing of events, work efforts, and resources to accomplish objectives. Applies project management standards, develops new approaches and adopts best practices to ensure project success. Responsible for the full range of system application development for various areas throughout the DOT and Operating Administrations (OA). The incumbent coordinates with the line of business and other DOT administrations in the development of modernizing IT systems, solutions, and strategies for application tools and development. Reviews and coordinates work requests for tasks assigned to supporting contract staff and ensures that deliverables meet customer requirements. Manages request priorities to ensure efficient and effective use of contractor resources.

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.
To Qualify For The Grade 14, You Must Have At Least One Year Of Experience Equal Or Equivalent To The GS-13, It Must Include
  • Experience providing administrative and technical supervision in managing cost-models (based on aggregated business requirements) to monitor and establish project budgeting and forecasting in a technology organization.
  • Experience providing direction, planning, policy standards and procedures to manage teams to execute application development projects using software development methodologies, including Scrum, Kanban and System Development Life Cycles (SDLC) throughout the full project lifecycle to include risk management, configuration management, scheduling, reporting, and performance measurements.
  • Experience with leading and/or supervision of teams to administer to identify and lead IT modernization efforts using project management principles, processes, and guidelines within a department or agency to meet organizational requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Information Technology Program Management - Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).
  • Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Additional Information
Incumbent serves as the Contract Officer's Representative (COR) on contracts supporting IT program activities, systems, and projects. CORs are responsible to apply their professional, technical and/or scientific knowledge of their field in the development or evaluation of technical requirements in connection with the negotiation, administration, or termination of contracts. Incumbent must complete at a minimum, 40 continuous learning- points every two years initial and refresher training to employees serving in a COTR or COR role. Reference: September 6, 2011 OFPP Memorandum: Revisions to the Federal Acquisition Certification for CORs (FAC-COR) and White House Policy Letter 05-01.
FAC-COR Level II Certification Is Required.
