Superintendent of Juvenile Detention Center

Performs complex professional and administrative work coordinating the programs and operations of a medium size regional secure juvenile detention center.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.
  • Schedules, assigns, reviews, evaluates, and counsels staff, which includes conducting staff conferences and meetings; advises staff on complex or unusual problems/situations;
  • Plans, organizes, directs, and evaluates the operation of a detention center, which includes pre- and post-dispositional programs;
  • Participates in State, regional, and local professional organizations.
  • Serves as member of Lynchburg Regional Juvenile Detention Advisory Board;
  • Other duties to provide direct or indirect service to the citizens may be assigned.
  • Interprets, develops, implements, monitors, and updates the policies and directives established for the center;
  • Interprets the philosophy and objectives of the program through contacts with interested State and local agencies, judiciary, and community organizations;
  • Required to perform on-call duties to respond to emergencies and other facility needs;
  • Monitors implementation of policies and procedures to ensure compliance with City, State, and Federal regulations, licensing standards, and other mandated regulations and applicable laws;
  • Hires, promotes, disciplines, and dismisses employees using human resources best practices;
  • Participates in budget preparation and approves and monitors expenditures; provides fiscal data, as needed;
  • Communicates with officials, parents, legal representatives, the Juvenile and Domestic Relations District Counts and Circuit Court in matters regarding both routine and complex program issues;

ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
  • Responds to out of control/violent detainee situations (both verbal and physical), providing behavioral and crisis management skills;
  • Monitors quality assurance, cost control and customer satisfaction initiatives;
  • When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
  • Serves on Citywide project teams;
  • Other duties to provide direct or indirect service to the citizens may be assigned;
  • Transports detainees, as needed

SUPERVISORY RESPONSIBILITIES
Is responsible for the overall direction, coordination, and evaluation of the Juvenile Detention Facility. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Minimum Education and Experience Required

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE
Bachelor's degree in corrections, psychology, sociology or related field required, supplemented by special courses related to residential care and extensive experience in a professional capacity in an adolescent residential care facility, including considerable experience in a supervisory capacity.

Valid State Driver's License required and acceptable driving record according to City criteria. View City's Driving Criteria.

Prior to employment must have Criminal Record Check and reference checks completed, and Child Protective Services check initiated. Prior to onset of employment must have tuberculin and drug screen as part of physical examination

Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
