Job Description
The University of Maryland Baltimore Office of Research & Development Sponsored Programs is currently seeking a Subaward Compliance Administrator. This new position in the group will obtain and assess financial and administrative data from potential subrecipient organizations as part of SPA's subrecipient risk assessment process and assist with other subrecipient monitoring and subaward reporting and closeout duties. PRIMARY DUTIES * Review the Federal Audit Clearinghouse (FAC), The Federal Demonstration Partnership (FDP) Expanded Clearinghouse, Sam.gov and other websites for information and negative audit findings related to potential subrecipients * Review and analyze financial statements to determine if an entity is capable of managing subrecipient funding, and analyze all the collected data via a risk assessment questionnaire and assign a level of risk to subrecipients, consulting with others when necessary * Facilitate establishment of new subrecipient organization in the SPA proposal/award system of record, and maintain electronic records of subrecipient risk analysis and audit findings in SPA’s system of record * Conduct Annual Federal Audit review of all subrecipient organizations and complete risk assessments either alone or with the assistance of other Sub-award team members * Screen foreign subrecipients through the campus Export Compliance Office or entities that do not have a valid Sam.gov registration * Respond to requests from SPAC for award/sub-award documentation for external audits * Employee will continuously update the existing Subrecipient Risk Assessment Process manual. * Complete Federal Funding Accountability and Transparency Act (FFATA) in the Federal reporting tool, ensuring that the data is accurate and current, and develop and update written instructions for completing FFATA reporting * Develop sub-award closeout procedures in coordination with SPA leadership, and perform closeout functions for SPA’s sub-awards issued under sponsored awards * Work closely with SPA leadership and other campus offices (Sponsored Programs Accounting and Compliance, Office of Technology Transfer, etc.) to ensure that closeout processes for sub-awards are continuously updated, completed in a timely fashion and in accordance with federal requirements * Performs other duties as assigned MINIMUM QUALIFICATIONS Education: *Bachelor's degree *Experience: Two (2) years experience in the field of Contracts/Grants Administration, Finance, Law, Information Technology, Business Management or related field. Prior experience with federal grant and contract regulations in an institution of higher education preferred. Financial disclosure reporting required by State of Maryland Ethics Committee. Related experience may be substituted for education. KNOWLEDGE, SKILLS, ABILITIES: Knowledge of position requirements. Knowledge of all applicable requirements, regulations, and laws. Skill in effective use of applicable technology/systems. Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to work cooperatively with others and independently.
