Job Description

Duties

  • You will review DON programs/systems to ensure alignment with the DoD and DON IT and SC architecture (tactical and non-tactical).
  • You will define the DON digital platform and govern the integrated enterprise architecture (network, system and date) through the promulgation and auditing of interoperability and security standards.
  • You will ensure that cybersecurity policies, procedures, and practices of the DON are adequate to report annually to SECMAV pm the effectiveness of the DON information security program.
  • You will conduct the Department?s information management function, and serve as the DON senior official for matters involving IM/IT/IRM, CS, electromagnetic spectrum, records management, privacy, civil liberties and the Freedom of Information Act.
  • You will advise the Secretary of the Navy and Under Secretary of the Navy on the cyber forces, cyber programs, and CS matters of the Department including matters related to weapons systems, enabling infrastructure, and the defense industrial base.
  • You will monitor the performance of DON IT programs, evaluate the performance of those programs based on the applicable performance measurements.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • Must participate in the direct deposit pay program.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). The following Mandatory Technical Qualifications should be addressed fully and concisely within the experience listed on your resume.
1. Experience in driving strategic IT transformation that aligns technology initiatives with business goals and fosters a proactive flexible IT strategy, infrastructure, and organization that considers evolving business needs. Experience in using technology to increase organizational efficacy and performance, and in streamlining organizational processes related to IT. Demonstrated strategic vision for large organizations with diverse user needs.
2. Experience developing enterprise IT investment, governance, and architecture strategies within sound financial management practices. The ability to evaluate and identify appropriate top-level requirements, governance models, and technology platforms within constrained fiscal resources in order to develop a roadmap for a highly complex environment that requires legacy modernization, shared services, and interoperability.
3. Extensive knowledge of risk management, which includes balancing compliance and security vs. functionality, as well as assessing the potential impact of IT modification, integration, and consolidation in a large globalized network with diverse user needs. Demonstrated proficiency in implementing a risk approach across a complex enterprise.
4. Broad knowledge of industry and government best practices as they relate to the management of IM/IT/IRM and cyberspace acquisition, systems engineering and governance programs. Experience working with diverse stakeholders on requirements for large IT projects and developing success metrics focused on payback, flexibility, customer satisfaction, and incremental investment.
