Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced and highly qualified professional to serve as the Chief Information Officer to lead modernization of technology assets at one of the largest state agencies in Virginia.

The DBHDS Chief Information Officer (CIO) will direct, plan, organize, and control all activities of the Information Systems & Technology Office and ensure the effective, efficient, reliable, and secure operation of all automated data processing systems. The CIO is the primary technology business leader of the agency. As such, the CIO will strategically plan and work closely with program services leadership to understand stakeholder needs and determine how technology can enable program success. The CIO should maintain a vision of continuous improvement through technology and be able to articulate a plan and funding requirements to utilize technology to ensure success of the top strategic priorities for service delivery across the enterprise. The CIO should be a leading agent of change and modernization, a champion of integrated solutions across multiple divisions, able to articulate how the chief executive’s vision can be enabled through technology, be a trusted advisor to program offices as they plan and implement strategic IT projects, and be able to understand, anticipate, and accommodate public expectations.

Duties include:
  • Strategic and tactical leadership of a large state agency Information Technology Program.
  • Ensuring thorough governance process and procedures remain current and enforced for application and data management.
  • Providing enterprise perspective and technical solutions for a large, multi-faceted state agency.
  • Collaborating with the Chief Information Security Officer (CISO) to ensure agency systems are secure.
  • Ensuring technology solutions are effective, efficient, and meet stakeholder needs.
  • Collaborating with the Project Management Office (PMO) to ensure IT project requirements are appropriately defined and the end product delivers business requirements.
  • Driving agency modernization initiatives for both applications and data.
  • Developing and administering the Agency’s IT Strategic Plan to align with the overall Agency Strategic Plan.
  • Developing and maintaining strong working relationship with senior management of Virginia Information Technology Agency (VITA).

Minimum Qualifications

  • Substantial experience in IT strategic planning, as well as policies and procedures related to the development and integration of information technology applications and systems.
  • Demonstrated mature management skills, including experience successfully developing and motivating high-quality professional staff and teams.
  • Demonstrated experience successfully managing and balancing risk, as well as allocating resources in line with strategic priorities.
  • Extensive experience in managing large IT projects and technical staff.
  • Working knowledge of current industry standard reporting and data warehouse/presentation technologies.
  • Able to identify IT funding needs and work with an agency-wide governance structure comprised of business leaders to prioritize agency-wide projects according to needs and within funding parameters.
  • Demonstrated success with Leadership and Management Competencies: possesses self-awareness and EQ, develops others, thinks strategically, cultivates positive and productive work relationships; understands the mission, achieves results, communicates proficiently, and applies technical skills to solve challenges.
  • Strong motivation to achieve goals, solve problems, and implement solutions.
  • Considerable knowledge of enterprise architecture, project management, and the systems development life cycle and demonstrated ability to perform the necessary task elements successfully, effectively, and efficiently.
  • Strong critical thinking skills, a problem-solving mindset, and commitment to customer service, all led by example.
  • Experience working with senior management from various business units on integrating information systems to meet programmatic and functional demand.
  • Demonstrated skills in planning, budgeting, supervision, and empowering teams for optimal performance.
  • Proven ability to organize and lead others in managing multiple projects.
  • Demonstrated ability to translate federal, state, agency IT, sponsor, stakeholder, and other regulatory agents’ policies, regulations, plans, requirements, standards, laws, procedures, etc. into automated systems, applications, or processes.
  • Excellent oral and written communication skills.
  • Experience managing IT procurements including contract negotiation and administration.
  • Exceptional communication skills required to interact effectively with all levels across the organization.

Additional Considerations

  • Experience with healthcare business concepts and technologies.
  • Coursework and specialized training or equivalent experience in business/systems analysis, systems design, development, and programming.
  • Experience in designing, developing, implementing, and maintaining complex information systems.
