Under the general direction and guidance of an Information Technology (IT) Supervisor II within the California Department of Health Care Services (DHCS) Cloud Business Solutions Branch (CBSB), the IT Specialist I, Software Developer, will work among a cloud team to both write cloud native applications and migrate existing applications to the cloud for DHCS. This individual is expected to actively collaborate with the other teams to identify the most effective and efficient methods for delivering cloud-based services that meet business needs. Possesses high-level collaboration and negotiation skills.

The Enterprise Technology Services Program (ETS) is responsible for designing architecting, building and delivering secure innovative solutions and services that drive health care quality and for information technology (IT) strategy formulation, enterprise architecture, enterprise portfolio management, and enterprise governance. ETS delivers customer service by providing a secure, reliable IT environment to support the program and administrative objectives of the Department of Health Care Services (DHCS), the Health and Human Services Agency, Office of Health Information Integrity, and Office of the Patient Advocate. Desirable Qualifications


In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Experience in AWS cloud computing platform.
  • Experience with C#.NET core.
  • Experience working in a Dev-Ops environment.
  • Experience in application development using serverless technologies, event-driven computing, messaging services, API gateways, etc.
  • Experience with SQL-Server, SQL-Server Reporting Services.
  • SDLC experience in an Agile environment.
  • Experience in Continuous Integration and Continuous Deployment (CI/CD) tools such as Git, CoderPipeline, CircleCI, etc.
  • Experience converting server-based applications to container-based applications.
