Senior Environmental Compliance Specialist

OUC - The Reliable One, an industry leader and the second largest municipal utility in Florida committed to serving the community and the environment, is presently seeking a Senior Environmental Compliance Specialist to join the Legislative, Reg & Compliance division.

We are looking for a knowledgeable and resourceful compliance professional with strong interpersonal skills to provide technical and field support to OUC business units to ensure compliance with environmental regulations.

In this role, you will act as a project manager in overseeing environmental compliance for medium- and high-complexity environmental programs and projects. Provide consultation and interpretation of environmental requirements to OUC leaders and employees. Analyze program/project outcomes and regulatory changes to support process improvements/updates. Ensure compliance standards and collaborate with multiple agencies.

This position will be responsible for providing guidance and oversight to OUC electric generating facilities to ensure compliance with the following environmental programs: coal combustion residual landfill compliance (CCR Rule), non-hazardous and hazardous waste (RCRA), oil spill prevention and control (SPCC), and Florida Department of Environmental Protection (FDEP) regulated storage tanks. This includes supporting both day-to-day compliance activities and managing longer-term, complex projects related to any of these programs. In addition, this position will be responsible for the administration of activities that support threatened and endangered species habitat management, including managing projects related to prescribed burning and vegetation monitoring activities.

The ideal candidate will have:

  • Working knowledge of solid waste regulations, hazardous and non-hazardous waste management preferred
  • Minimum of eight (8) years of environmental science, engineering, or consulting experience, to include a minimum of three (3) years of experience performing activities involving electric transmission systems, electric generating facilities/power plants, or other heavy industrial facilities/infrastructure;
  • Valid Driver's License;
  • Bachelor's degree in engineering or science related field (i.e. biology, chemistry, geology, environmental science, etc.) from a regionally or ABET accredited college or university;

Salary Range: $103,518.72 to $129,397.25 per year commensurate with experience.

Job Purpose:
Provide technical and field support to OUC business units to ensure compliance with environmental regulations. Act as a project manager in overseeing environmental compliance for medium- and high complexity environmental programs and projects. Provide consultation and interpretation of environmental requirements to OUC leaders and employees. Analyze program/project outcomes and regulatory changes to support process improvements/updates. Ensure compliance standards and collaborate with multiple agencies.


Primary Functions:

  • Coordinate and oversee assigned environmental regulatory programs and related compliance activities; manage a variety of medium and large-scale projects related to assigned environmental programs which are conducted as part of routine and non-routine OUC business activities;
  • Respond to and investigate causes of non-compliance incidents and ensure timely and complete notifications to appropriate regulatory agencies;
  • Oversee the permitting, design, and construction of large-scale facility infrastructure and modifications to include, but not limited to the following: review of all permit applications, detailed design drawings and specifications, contractor shop drawing submittals, change order requests, design changes, quality assurance procedures and reports, as-built documentation, and invoices;
  • Review proposed routine and non-routine projects and business activities to determine permitting requirements and apply for any environmental permits that may be required;
  • Track short- and long-term environmental requirements related to OUC business activities to ensure compliance; identify, interpret, and communicate impacts of changing requirements/regulations;
  • Develop and maintain positive relationships with regulatory agencies; represent OUC in interactions and negotiations with regulatory agencies;
  • Plan, schedule, and manage outside environmental service contracts and oversee field activities of consultants, contractors, and vendors and review all technical reports prior to submittal to environmental regulatory agencies;
  • Conduct routine and non-routine environmental department activities, including environmental sampling, permitting, inspecting/auditing, recordkeeping, and reporting in support of regulatory compliance; ensure the timely and accurate filing of regulatory reports and documentation;
  • Perform other duties as assigned.
  • Oversee and improve the processes/programs in place for managing environmental compliance requirements; review project/activity outcomes, analyze data, conduct research, identify trends, and propose recommendations for improvements/risk mitigation; create or modify internal environmental procedures and practices as needed;
  • Actively participate in industry groups to review, evaluate, and comment on proposed environmental regulations;
  • Act as an internal Subject Matter Expert and Project Manager for complex and multi-faceted environmental compliance projects while providing specialized consultation and recommendations to meet objectives, goals, and/or regulatory requirements;
  • Prepare contractor bid packages for management and Commission (i.e. supportive memorandums, purchase requests, capital project documentation, etc.);
  • Develop project technical specifications, maintain project budgets, assist Purchasing with Request for Proposals (RFPs), and provide technical evaluation of bid documents; maintain project schedules, adherence, and tracking; communicate project status to stakeholders and leadership;

Technical Requirements:


Working knowledge of, but not limited to, the following:

  • Physical, chemical, and biological sciences related to environmental protection;
  • Environmental monitoring/testing/sampling equipment including environmental sampling methodology and environmental laboratory analytical methods;
  • Environmental compliance reporting requirements, including knowledge of any state and federal regulatory agency software required to complete reporting;
  • Capital and O&M project budgets, cash flows, spreadsheets, graphs, tables, process billing/invoicing;
  • Specifications and Contracts;
  • Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;
  • Electric and water production, transmission, distribution, and/or heavy industrial or infrastructure operations and their associated environmental considerations;
  • Working directly with environmental regulatory agency personnel;
  • Response practices and measures related to environmental incidences (spills, releases, etc.);
  • Federal, state, and local environmental laws, regulations, and permit requirements that apply to assigned environmental projects/programs;
  • Project management principles and practices;
  • Prints/drawings: Structural, mechanical, electrical, process flow, piping & instrumentation diagrams, control logic;
  • Safe work practices;


Familiarity with all, but not limited to, the following:

  • Work Orders, confined space permits, hot work permits, contractor safety orientation;
  • Safety Equipment (i.e. air monitors chemical detection monitors, personal protective, emergency equipment devices);


Must possess both technical and regulatory expertise to review, evaluate, comment and provide input to internal stakeholders, regulatory agencies, and legislative staff on proposed rules and regulations;


Must possess technical expertise related to the environmental programs to which they are assigned;


Demonstrated leadership skills and effective teamwork;


Self-starter with excellent verbal and written communications skills;


Ability to:

  • Make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios and percentages;
  • Identify potential compliance issues and work proactively to resolve;
  • Use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).
  • Provide coaching and guidance within assigned work team to help other team members with learning and development:
  • Analyze multiple sources of highly technical data to identify trends and formulate effective recommendations;
  • Relate technical information to diverse internal and external audiences in a variety of situations;


Education/ Certification/ Years of Experience Requirements:

  • Valid Driver's License;

Working Conditions:

This job may occasionally be exposed to wet, humid conditions (non-weather), work near moving mechanical parts, work in high, precarious places, fumes or airborne particles, outdoor weather conditions, extreme heat (non-weather), and insects. Based on specific area of focus, may require certifications at the time of hire.


Physical Requirements:

This job requires constant typing, reading, writing, detailed inspection, speaking and hearing. This job requires standing, walking, and sitting, may lift up to twenty (20) lbs., occasionally driving a company vehicle.
