General Description and Classification Standards
Manages and oversees the day-to-day security apparatus of the Municipal Court. Provides administrative supervision for protection of personnel and City property. Manages the activities involved in the design, preparation, delivery and needs assessment for the safety, training and development of programs for the Court.

This is a fully seasoned managerial level responsible for significant specialized functions within the Court. Position manages a large group of employees, typically with intermediate supervisors, or a smaller group of specialized professional employees. Areas of responsibility are typically unique within the department.

Supervision Received
Direction received is general and focuses more on long-term and short-term operating objectives, managerial effectiveness, and operating results. This level would be considered "middle" management.

Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

  • Manages both sworn and non-sworn security personnel, including assigning duties, schedules, and training as needed.
  • Prepares and executes security plans, training, and goals to ensure a safe public building.
  • Ensures security team receives accurate and up to date training including: weapons, active shooter, emergency response, medical, tactical, licensure, etc.
  • Joins in partnership with department management to assess and implement security issues and safety training and programs.
  • Performs risk analysis and recommends security solutions and develops security requirements.
  • Participates in the execution of intrusion detection, monitoring, vulnerability assessments and penetration in studying; conducts the investigation and resolution of the security division incidents.
  • Assists in the implementation of the necessary controls and procedures to cost effectively protect department’s assets from intentional and inadvertent modifications, disclosure or destruction.
  • Determines department needs for security and safety training and develops methods for evaluation of all safety training.
  • Develops and/or approves content, methods, and materials for training staff and may conduct courses.
  • Develops customized security plans.
  • Develops and implements procedures to meet required codes and regulations.
  • Analyzes loss control and accident reports and prepares and maintains all required security manuals.
  • Performs and/or ensures the performance of critical function and incident reports.
  • Conducts internal investigations.
  • Creates operating plans, forecasts and reporting systems and manages the day to day operations.
  • Assists and manages the budget preparation, submittal and administration for the department.
  • Develops organizational structure and selects, develops and manages staff.
  • Establishes internal processes, interprets and applies organizational policies including drafting and implementing standard operating procedures for the department.
  • Provides input into policy and strategy.
  • Manages purchasing, inventory, equipment maintenance and other asset related functions and approves purchase/supply orders, expense accounts.

Decision Making
Uses independent judgment and discretion in managing subordinates including the handling of
emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards and resolving problems. May make purchasing or resource allocation decisions within organization guidelines.

Leadership Provided
Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary and completing employee performance.

  • Knowledge of department jobs, work environment and equipment required and used, department policies and procedures.
  • Knowledge of security awareness programs, protection for key employees, security risk assessment and planning for crisis management.
  • Strong verbal, written and presentation skills.
  • Strong planning and organizational skills.
  • Strong Microsoft Office skills.
  • Skill in using A/V equipment.
  • Ability to design, develop and deliver course material in a creative and interesting manner.
  • Ability to use interactive technology in instructional design of training courses.

Qualifications

Minimum Qualifications – Education and Experience
Bachelor’s degree in business, industrial management, occupational health/safety or related field
(Equivalent professional experience may be considered for substitution for the required degree on an exception basis).

5 years of safety, security and/or occupational health experience. Must have some project management or leadership experience.

Preferred Education & Experience
Previous experience in similar capacity.

Licensures and Certifications
Possession of a valid driver's license required; knowledge of tools and equipment used to perform assigned tasks required.
ASTD certification a plus.
