Description

Under general direction, to administer and coordinate the various revenue cycle functions (patient access, charge capture, financial assistance/enrollment, cash posting/deposits and patient billing /collections) of the Santa Clara Valley Health and Hospital System (SCVHHS), and to assist in proposing Health and Hospital System revenue cycle policies for submission to the SCVHHS-Chief Financial Officer.

Typical Tasks

Typical Management Responsibilities
  • Continually assess and develop an organizational structure that supports high performance results;
  • Develops, for assigned areas of responsibility, policy and procedure recommendations to meet the needs of the Health and Hospital System and its patients;
  • Oversees the revenue cycle departments budget and participates in the preparation of the annual Health and Hospital system budget as it affects these services;
  • Direct and manage patient accounts to ensure accounts are collected appropriately and to optimize cash flow;
  • Guides and directs subordinate supervisors on the intake, registration, admitting, billing and collections functions affecting all aspects of the revenue cycle;
  • Provides leadership and guidance to special projects related to the revenue cycle;
  • Prepares annual goals and objectives for areas of responsibility, involving subordinates in the process;
  • Guides and directs subordinate supervisors on professional fee coding, charge description master, and charge capture functions;
  • Develop and maintain processes and controls that are in compliance with regulator requirements;
  • Serves on various committees of the Health and Hospital System;
  • Collaborates with the management team to improve the reimbursement for services rendered and the profitability of product lines;
  • Responsible for staff development and related goal setting performance standards with staff to unit managers;
  • Identify performance indicators and benchmarks and integrate with reporting;
  • Leads a cross-functional team to enhance revenue cycle operations;
  • Develop and maintain departmental policies and procedures;
  • Develop appropriate reporting for various levels of management;
  • Attends outside meetings related to the Health and Hospital System including the Board of Supervisors, when assigned;
  • Evaluates subordinate business office supervisors.
  • Manage and develop high functioning revenue cycle team that includes manager and supervisor levels that supports delegation and oversight;
  • Assists patients, physicians and visitors in resolving any admitting, charging coding, billing, or collections problems between patients and the Health and Hospital System;

Employment Standards

Considerable training, education and experience which would demonstrate the ability to perform the above tasks and the possession of the following knowledge and abilities:
The required knowledge and abilities would typically be acquired through education and experience equivalent to a Bachelor's degree with major work in Business or Public administration or a related field
AND
A minimum of five (5) years managing a patient business services department. Certification from The Health Care Finance Management Association in revenue cycle or patient accounting preferred.
Knowledge of:
  • Health and Hospital System patient business services, including admitting, business office practices and methods,' patient chart systems and forms, hospital, clinic and professional fee charging and coding, and billing and collection; and
  • Hospital Management;
  • Basic principles of the Health and Hospital System organization and administration;
  • Medicare and Medi-Cal regulations.
  • Regulations and laws common to the operation of Health and Hospital systems in California;
  • Principles and practices of organization, administration, personnel management, labor relations and budgeting;
Ability to:
  • Work effectively as a member of a management team in a large Health and Hospital system; and
  • Learn and apply the hospital and clinic policies, regulations, and administrative procedures in the context of the revenue cycle functions;
  • Identify problems in the admitting, registration and patient account systems and devise procedural changes and recommendations to resolve same;
  • Explain and interpret admitting, registration, eligibility, and patient account procedures to patients, visitors, hospital and clinic personnel and other officials;
  • Understand the interface between electronic data processing systems and the tasks of the Health and Hospital System's revenue cycle services;
  • Administer; coordinate and supervise the revenue cycle functions of a large health and hospital system, including admitting, charging and coding, billing, collections and insurance verification, coverage program screening and eligibility;
  • Keep informed of current methods of automating hospital and clinic patient business services tasks and of changing Medicare and Medi-Cal regulations;
  • Communicate effectively orally and in writing.
