Job Description
Job Summary

Under general direction, is responsible for leading portfolio of R&D projects and grants; producing project reports and collateral; and establishing organizational systems that support efficient operations of the Office of Innovation R&D program, the R&D League. Ensure that R&D projects are well coordinated; comply with City laws, policies, and standards; and are designed and implemented to meet the business needs and goals of the City. Working conditions are primarily in an office environment. Exercises no supervision.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Interprets and manipulates data. Understands technical terms/concepts around emerging technology such as artificial intelligence.
  • Prepares pitch decks and other presentation materials.
  • Understands the basic City structure and processes.
  • Creates effective one-page summaries for management.
  • Performs related duties and fulfills responsibilities as required.
  • Collaborates with City departments working to identify and scope City challenges to ensure that the City's R&D projects are well-coordinated.
  • Creates final reports for projects.
  • Organizes, supports, and leads multi-sector teams
  • Utilities insights from Administrator, stakeholders, and experts when evaluating options.
  • Employs creative and analytical tools to address roadblocks and complex challenges related to progressing R&D program and projects.
  • Facilitates planning processes with City departments to support R&D strategic and operational planning activities.
  • Supports Administrators in establishing/maintaining standardized processes that help stakeholders effectively communicate and efficiently manage program performance.
  • Manages the process of identifying and communicating high-level analysis, priorities and requirements for the design and implementation of research projects.

Job Requirements

  • Five (5) years' experience in planning, procurement, deployment, and support of technology solutions and/or research projects.
  • Valid Class 'C' Texas Driver's License.
  • Bachelor's degree from an accredited college or university with a concentration in Business Administration, Public Administration, Information Science or a related field.
PREFERRED QUALIFICATIONS:
  • Experience with evidence-based policymaking and data-driven decision making and or/ research projects,
  • Strong project management and communication skills
  • Master's degree from an accredited college or university with a concentration in Business Administration, Public Administration, Information Science or a related field.

Knowledge, Skills, and Abilities

  • Ability to conduct effective presentations before diverse groups.
  • Ability to convey and impart complex information in an easy-to-understand format, including report writing, slide presentations, diagrams, and data visualizations.
  • Ability to demonstrate commitment to diversity, inclusion, and equity within the organization and throughout service delivery.
  • Skill in technical terms and concepts around emerging technology.
  • Skill in managing complex projects within a structured reporting framework, on time, to budget and to client satisfaction.
  • Knowledge of Smart City technologies, data, Internet of Things technologies (IoT) and user-centered design approaches.
  • Ability to report on technical projects and dense content.
  • Ability to demonstrate a positive and enthusiastic commitment to public service.
  • Skill in leading stakeholder engagement processes to work with others to solve problems collaboratively.
  • Skill in high-level communication, interpersonal communication, problem solving, customer relations and teamwork.
