Position Overview
Canberra Health Services (CHS) is focussed on the delivery of high quality, effective, person-centred care. It provides acute, sub-acute, primary, and community‐based health services, to the Australian Capital Territory (ACT) and surrounding region. Dhulwa Mental Health Unit (DMHU) and the Gawanggal Mental Health Unit (GMHU) provide high quality inpatient mental health care to people from 18 to 65 years of age.
The Dhulwa Mental Health Unit (DMHU) is a secure mental health facility that first opened in November 2016. DMHU provides 24-hour, contemporary, evidence-based clinical mental health care for people who require secure inpatient treatment. DMHU provides a therapeutic and recovery-based approach, focused on individually tailored treatment programs to maximise mental health care outcomes for patients. The service aims to provide collaborative care involving the person, their carers, and other key services.
The Gawanggal Mental Health Unit (GMHU) is a specialist mental health facility adjacent to Calvary Hospital in Bruce. GMHU sits within the Stepped Care Model of mental health care, providing medium term residential care for people who require rehabilitation and support to transition into the community setting. GMHU provides a range of contemporary, community focused rehabilitation interventions, programs, and services.
DMHU offers 10 acute care beds and 15 rehabilitation beds and the GMHU has 10 beds for community transition. Both units are managed by the Forensic Mental Health Service program in the MHJHADS Division.
These positions will provide senior nursing leadership for the clinical and administrative operations across both the DMHU and GMHU. This includes the day-to-day management of nursing care and the allocation of human and material resources to ensure the provision of safe, efficient, cost-effective, high-quality health care services.
This position is primarily located within the Secure Mental Health Services. You may be required to work across all Adult Mental Health Inpatient Units to meet operational needs.
DUTIES
Under limited direction of the Assistant Director of Nursing (ADON) you will be required to lead the provision of efficient, timely and effective patient care within the Forensic Mental Health Services.
You Will
  • Lead and participate in clinical governance, quality improvement projects, research programs and health promotion programs which support the intended Model of Care, adhere to the Mental Health Act 2015 and other relevant legislation.
  • Foster a working environment which is physically safe, non-judgmental, culturally sensitive, responsive to feedback and promotes high quality customer service.
  • Provide professional supervision for clinical staff as well as nursing students; and support staff to participate in orientation programs, therapy programs, professional development, and other training activities.
  • Ensure that best evidence-based practice principles are utilised in the delivery of clinical services by assisting in the development and monitoring of relevant operating procedures and policies, participating in program evaluation (e.g., achieving and reporting against key performance indicators) and clinical review.
  • Allocate resources and monitor workload to ensure robust safety systems through the promotion of physical, procedural, and relational security measures.
  • Develop and maintain liaison, consultation and education with other government and non-government agencies, families and carers.
  • Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.
  • Provide high level clinical leadership for staff engaged in 24/7 mental health inpatient care and maintain efficient clinical standards/practice within the service.

Position Requirements / Qualifications
MANDATORY
  • Be registered or be eligible for registration with the National Nursing and Midwifery Board through the Australian Health Practitioner Regulation Agency (AHPRA).
  • Minimum three years’ experience working in a Mental Health clinical role.
Strong understanding of mental health services and demonstrated advanced clinical knowledge, skills and experience in the area of practice.
  • Fulfil the responsibilities of this role as detailed in the CHS Exceptional Care Framework , Clinical Governance Framework , Partnering With Consumers Framework and all other related frameworks .
  • Have an understanding of how the National Standards and Quality Health Service (NSQHS) indicators align with this role.
  • CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record . Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates and contingencies.
DESIRABLE
  • Fulfil the responsibilities of this role as detailed in the CHS Exceptional Care Framework , Clinical Governance Framework , Partnering With Consumers Framework and all other related frameworks .
  • Recent 12-month experience working within a secured mental health setting.
  • Holds or is working towards post-graduate qualification in Mental Health Nursing.
  • Have an understanding of how the National Standards and Quality Health Service (NSQHS) indicators align with this role.
  • Current driver’s licence.
Prior To Commencement Successful Candidates Will Be Required To
  • Approve for reference checks.
  • Undergo a pre-employment National Police Check.
  • Obtain a Compliance Certificate from OMU (Occupational Medicine Unit) relating to assessment, screening, and vaccination processes against specified infectious diseases.

  • Proven high quality clinical leadership of a multidisciplinary team and proven ability to provide oversight of recovery based clinical activities and therapeutic programs.
  • Demonstrated strong leadership, negotiation, and communication skills for managing challenging behaviours and situations. With proven ability to develop and apply best practice principles, quality improvement and research strategies in the delivery of clinical services in a secure mental health facility.
