Duties

VA offers a comprehensive total rewards package: VA Nurse Total Rewards
The Registered Nurse (Clinical/PACT Educator) must have prior PACT experience, poses a high level of clinical expertise, adult education experience, leadership, and the skills necessary to identify, coordinate, and provide discipline-specific education to the nursing staff at LCHCC and the Southern CBOCs. The highly qualified candidate will be able to design and implement PACT Education and orientation, CPRS information and as well as other trainings. They will be able to develop competencies, implement teaching plans for both mandatory and continuing education programs. The Registered Nurse (Clinical/PACT Educator) will be able to provide training on the core standards relating to practice, care, accreditation, OSHA, Joint Commission, National Safety Goals, Magnet Recognition, and other internal and external regulatory agencies. The Registered Nurse (Clinical/PACT Educator) will be accountable directly to the Chief Nurse for the LCHCC and Southern CBOCs.
Duties will also include but not limited to the following:

  • Evaluates feedback on programs and achievement and effectiveness of learning in the cognitive, psychomotor, and affective domains through the use of a variety of techniques and strategies.
  • Assesses staff learning needs through the use of various designs and tools for data collection to discover the learning needs and knowledge gaps both clinic-wide and in specific clinical areas.
  • Reviews and revises education programs to reflect learner preferences, needs, outcomes, follow-up, healthcare trends, research, and changes in the health care environment.
  • Fosters relevant population-specific programs in staff development, such as disease-specific, physical, and psychosocial dimensions of care, as well as patient care delivery systems and patient-centered care model.
  • Forms partnerships with community resources (i.e. Nursing Schools and other organizations) to develop educational programs on topics outside the realm of internal resources.
  • Demonstrates knowledge of curriculum development, including identifying program outcomes, designing competency statements, writing learning objectives, and selecting appropriate learning activities and evaluations strategies.
  • Plans and Implements educational activities and offerings to address the unique needs of the LCHCC patient population, strategic goals, findings from performance improvement activities, new trends in healthcare, and expectations of external regulatory agencies.
  • Serves as team leader or active member on workgroups chartered to develop program policy, procedure/guidelines, or other special projects.
  • Demonstrates autonomy through self-direction and motivation in practice.
  • Lead organizer and participant in the orientation of new Nursing Staff.

Qualifications

Duties continued:
  • The Registered Nurse (Clinical/PACT Educator) is a role model in demonstrating excellence in practice, serves as a clinical mentor/preceptor for clinical and administrative staff, consults/collaborates in Veteran care and research, and educates in both formal and informal situations.
  • The Registered Nurse (Clinical/PACT Educator) should be a self-starter, able to function independently, be a team player, and must be able to prioritize and function effectively in a high-volume program. Other duties as assigned may be included as needed by direction of Chief Nurse.
  • The Registered Nurse (Clinical/PACT Educator) must have above-average computer skills, outstanding interpersonal skills, good organizational skills, strong problem-solving skills, and decision-making capacity.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Preferred Experience:
  • Master's Degree in Nursing - Preferred
  • Three (3) - Five (5) years of professional nursing practice in PACT or relevant specialty areas - Preferred
  • National Certification in applicable areas - Preferred
  • Adult education experience - Preferred
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.
Physical Requirements: Incumbent must possess the mental and physical ability to satisfactorily perform the duties of the proposed assignment. Physical requirements include visual acuity, keen hearing, clear distinctive speech, and manual dexterity. May involve potentially long periods of lifting, carrying, pulling, pushing, reaching above shoulder, walking, standing, sitting, kneeling, and repeated bending. Transferring patients and objects may be required. Safe patient handling equipment is provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive, sit and/or ride in GSA vehicles for long periods of time.
In-direct patient care work is mostly sedentary. Typically, the employee sits comfortably to complete the work. However, there may be some walking, standing, bending, and carrying of light items such as patient records and supplies. In-direct care staff may be assigned to work in direct care areas as needed.

Veterans' Preference Note: Preference eligible candidates and other Veterans will be given preference when qualification of candidates are approximately equal for Title 38 positions in VHA.
