Hours: 8:30am - 5:00pm

The Equity and Inclusion Department is responsible for leading the work to embed equity and inclusion considerations into organizational policies, practices, procedures and, programs. Our work involves identification of institutional barriers and the development of strategies, processes, procedures and programs to ensure access, opportunity and a level playing field for all.
We have an exciting opportunity for an Equity and Inclusion Manager to join our team to continue the work of embedding equitable and inclusive considerations into the fabric of our organization. This key position serves as the Equity and Inclusion Department’s thought leader and implementation manager for diversity, equity, and inclusion initiatives enterprise-wide. The person in this role will supervise a minimum of two or more professional level employees and provide supervision to interns or temporary staff, with a focus on programs, processes and procedures that create a more equitable and inclusive workplace.
In this role you will:
  • Be a communicator by increasing content to tell our story internally and externally through targeted messaging.
  • Be a supporter by guiding leaders in monitoring diversity, equity and inclusion (DEI) progress, reporting on results and meeting established goals.
  • Be a change agent by researching and benchmarking best practices and supporting integration of equitable decision making in organizational programs, processes and procedures.
  • Be an influencer by presenting and providing training to City Leadership ensuring they have the appropriate resources to create a greater sense of inclusion and belonging enterprise-wide
  • Be a facilitator by supporting the emergence of Employee Resource Groups (ERGs), ensuring they have the appropriate resources and level of influence.
  • Be a developer by bringing an organizational development mindset to the creation of enterprise-wide practices that advance diversity, equity and inclusion.
A successful candidate will have the following characteristics:
  • Strong understanding of race and social equity strategies and how to integrate them into department and organizational strategic processes.
  • An understanding of how to uncover and document disparities, develop strategies to mitigate disparities and track progress.
  • Expertise managing projects and executing on multiple projects simultaneously.
  • An understanding of a Council-Manager form of government.
  • Change agility, and experience applying a human-centered approach to managing through change and responding quickly to organizational and environmental shifts.
  • Ability to communicate and present to diverse individuals and audiences at all levels.

Duties/Responsibilities

  • Track and report on DEI progress and impact utilizing metrics and data to measure success and drive accountability.
  • Work with key internal stakeholders and City of Durham leadership and staff to identify priorities and challenges for the equity and inclusion team to address.
  • Exercise tact and diplomacy when dealing with sensitive and complex situations, and negotiate agreements while balancing disparate points of view.
  • Monitor the development and implementation of the City’s Racial Equity Action Plan through project management and facilitation of a multi-stakeholder planning process.
  • Provide thought leadership, coaching and training on equity and inclusion trends, innovation, best practices, and emerging issues and solutions for Equity and Inclusion staff.
  • Establish, nurture, and manage relationships with DE&I organizations, consultants, vendors and others to advance the City of Durham’s equity agenda.
  • Understand and have experience building equity and empowerment frameworks to advance equity in policies, programs and organizational decision-making.
  • Build a broad network of productive and strong working relationships at all levels of the organization and work effectively with ethnically/culturally/socio-economically diverse populations.
  • Communicate the City's racial equity-related goals to different audiences, including City employees, key community stakeholders and others.
  • Deliver clear, concise, and persuasive oral presentations (in person and/or remotely) and adapt content and delivery based on audience, subject matter expertise, and desired outcomes.
  • Serve as key advisor and coach on diversity, equity and inclusion related matters for Analysts, in the Equity and Inclusion Department.

Minimum Qualifications & Experience

  • Three years of equity and inclusion experience.
  • Bachelor’s degree in public administration, business administration, human relations, sociology, education, or a directly related field.
  • Two years of supervisory experience.

Additional Preferred Skills

  • Experience producing analysis and recommendations supported by data and based on original research and critical thinking.
  • Master’s Degree in public administration, business administration or a directly related field.
  • Experience managing equity focused programs and projects.
  • Three years of supervisory experience.
  • Proven experience navigating difficult and sensitive conversations.
  • Experience working with Microsoft Office Suite, Teams, Zoom, and cloud-based communication and productivity applications.
  • Experience identifying, proposing, and facilitating improvements to organizational processes.
  • Outstanding communication skills (verbal and written).
  • Experience analyzing qualitative and quantitative data.
  • Experience developing and executing equity focused strategies.
  • Experience engaging stakeholders and facilitating meetings for senior leaders.
