Job Description

Duties

  • You will interpret QA policy and develop QA procedures.
  • You will evaluate the quality and effectiveness of base communications services, systems and equipment.
  • You will document discrepancies and problem areas, recommend and monitor corrective actions, maintain records and prepare QA reports as required.
  • You will develop and administer the base communications quality assurance (QA) program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Must be able to obtain and maintain a U.S. Passport.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 411, level Advanced within 12 months of appointment.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled.
Qualifying experience would be demonstrated by:
  • Interpreting and applying applicable DoD, DoN, DISA and commercial communications quality assurance directives, regulations and procedures, developing Standard Operating Procedures (SOPs), instructions, procedures, checklists, etc.
  • Developing QA reports/documents for management, compiling data, writing and submitting weekly, monthly, quarterly or annual reports on the operational health of base communications operations, systems and services, identifying degrading trends and recommending corrective action.
  • Updating QA programs by making changes in policy guidance and/or systems, equipment and services maintained or provided.
  • Utilizing the Cable Assignment and Information Retrieval System (CAIRS) to receive, review, generate and closeout mission critical and non-mission critical trouble tickets, work orders (Moves, Adds or Changes), and Preventive Maintenance Inspection (PMI) and updating applicable records.
  • Developing and administering a comprehensive base communications quality assurance program.

Education - Undergraduate and Graduate Education: Major study - quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:

  • Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
  • Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
  • Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
  • Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
  • Identifying inadequacies and requesting corrective action.
  • Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
  • Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
  • Reviewing production activities and capabilities in light of contract quality requirements.
Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.
