Work Hours: M-F 8:00am - 5:00pm

Purchasing Supervisor Position Summary: The purchasing supervisor is responsible to lead and manage the supply chain of commodities and acquisition of all service-related contracts for LCEC while ensuring compliance with company policy. This role is also is responsible to ensure highly responsive and technical assistance in developing specifications for goods and services. Responsibilities include management of all contract services, approved vendor management, total quality management (TQM ) of materials, employee engagement and motivation, process improvements, cost reductions, budget preparation, and revenue generation through sound business practices in investment recovery.


Purchasing Supervisor Position Responsibilities


  • Review purchase orders and contracts for conformance with company policy. Review and monitor requisitions, supply sources, supplies, quotations, terms, etc.
  • Monitor organizational compliance with supply chain policies and ensure compliance within the purchasing department.
  • Maintain effective working relationships with employees, vendors, and customers at all levels within LCEC. Ensure smooth operations, productive communications, and effective understanding during all interpersonal contacts. Provide current and accurate information to all requesters, courteously and in a timely manner.
  • Ensure operational excellence including, but not limited to, continuous improvement, department goal development and attainment, defining and communicating expectations to direct reports, providing value-added services, and ensuring work processes are aligned and followed consistently throughout the department.
  • Keep informed of economic, industrial and other trends that affect markets, prices, and delivery conditions. Prepare market analysis reports. Strategically plan and forecast for future supply chain needs consistent with economic drivers. Assess and plan for the seasonal requirements necessary to ensure adequate material and equipment availability to support normal storm season requirements and major disaster restoration efforts.
  • Possess a strong understanding of the duties of positions in the department.
  • Demonstrate extensive knowledge and understanding of contract terms and conditions as applied to work and services, and the Uniform Commercial Code. Maintain a working knowledge of state and local laws, regulations and guidelines, affecting disposal of obsolete company assets and oil filled electrical equipment.
  • Identify, establish and maintain the departments' key performance measures to ensure all goals are achieved. Manage all purchasing-related policies, procedures, and internal controls to ensure consistent performance in accordance with LCEC’s requirements. Direct purchasing programs within the established guidelines and in a cost-effective manner.
  • Responsible to develop the department budget based on sound business inputs to including capital expansion and construction projections aligned with LCEC’s strategic priorities.
  • Manage supplier agreements to ensure competitive bidding for critical or long lead material items, ease of doing business, and cost reductions. Act as liaison between vendors and user departments when necessary.
  • Oversee the disposal of surplus materials.
  • Responsible for all contract requirements, bid developments, bid coordination, and overall planning for commercial requirements in a fair and ethical manner. Participate in contract negotiations and vendor selection, as needed.
  • Provide work direction and coaching to direct reports, establish performance and development goals, evaluate performance throughout the year. Ensure department employees receive sufficient training and development of staff to meet strategic objectives.


Education


  • An equivalent combination of work experience, education and active certifications may be considered in lieu of a degree. (Required)
  • Bachelor's Degree Business Administration, Inventory Control, Purchasing and Supply or related field. (Required) or


Experience


  • Proven project management experience with high-exposure projects in various roles, including but not limited to leadership roles in project management. (Preferred)
  • Experience developing and managing operational and capital budgets, department headcount planning, and related metrics to gauge financial and operational performance against objectives. (Required)
  • 5+ to 7 Years Experience supervising exempt and non-exempt personnel combined with proven ability to drive employee engagement and develop employees for succession planning purposes. (Required)
  • Experience with Enterprise Resource Planning and Operating systems within Purchasing, Inventory, and/or Supply Chain modules. (Required)
  • 10+ to 15 Years Progressive procurement experience with emphasis on materials and services, as well as contract administration. (Required)
  • Materials management experience with an electric utility. (Preferred)
  • Process improvement experience including selection, analysis, measurement, implementation, and continual evaluation of process gaps and related improvements. (Preferred)

  • Outstanding communication skills to include written and spoken words, demonstrated active listening and excellent presentation skills. (Preferred)
  • Familiarity with Federal / FEMA procurement standards C.F.R. Part 200.317 through 200.326. (Preferred)
  • Ability to act with discretion and maintain a high level of confidentially. (Required)
  • Proficiency with MS Office Suite to include, but not limited to, Word, Excel, PowerPoint, and Outlook combined with proven ability to acquire knowledge and demonstrate proficiency utilizing an enterprise ERP system for purchasing, material inventory and management. (Preferred)
  • Demonstrated leadership skills with the ability to effectively resolve employee, customer and vendor issues with focus on teamwork. (Preferred)
  • Proven ability to design and produce clear and effective reports and maintain accurate procedures manuals. (Required)

STORM DUTY REQUIREMENTS.... Responding to storms will be considered a condition of employment: LCEC provides critical services to our community during an emergency.
