Position Summary


The Purchasing Manager oversees the Buyers within the Purchasing Department, assuring the timely processing of purchase requirements, solicitations of bids, negotiations, and awards of Purchase Orders (POs), follow expediting, delivery and problem-solving with suppliers. The Purchasing Manager will plan and manage workload, provide expertise to answer questions, and monitor and report metrics on performance. Has the authority to make commitments for the company at any dollar level upon receipt of a properly approved requisition.


Duties & Responsibilities


  • Trains employees, conducts performance reviews, and addresses and resolves complaints in accordance with OII’s policies and applicable laws.
  • Supervises the negotiation of pricing, terms, and conditions and formulate policies with suppliers by establishing memorandums of understanding. Participates with Global or Corporate agreements as appropriate.
  • Evaluates and recommends actions to ensure on time delivery performance to internal and external customers.
  • Adheres to the principles and standards of Ethical Supply Management conduct.
  • Creates, implements, and tracks purchasing group activities, measurements, and KPI’s.
  • Supports the manufacturing group in the manufacturing planning and control process.
  • Monitors and analyzes trends in procurement spend to make recommendations for future spend, and to identify areas for possible savings.
  • Manages daily activities of the purchasing group.
  • Directs purchasing to ensure on time availability of products to fill customer orders and on time shipments.
  • Develops, establishes, implements, and enforces supplier guidelines, obligations, and service levels agreements to the organization by managing supplier relationships.
  • Analyzes demand requirements to identify supply constrained resources and recommend actions for resolution, including item attributes.
  • Resolve issues and conflicts with vendors in accordance with results from Non-Conformance Review Boards or Purchase Order (PO) terms and conditions.
  • Assist in resolving Received-Not-Vouchered (RNV) costs.
  • Reviews and improves processes to increase productivity to eliminate "waste".
  • Assist vendors with resolving payment issues.


Required


Qualifications


  • Ability to read and interpret blueprints, drawings, and/or other technical material.
  • Strong demonstrated critical thinking and logic skills with a proven track record of success in a complex production and assembly LEAN environment.
  • Strong written and oral communications skills.
  • Ability to work with cross-cultural organizations and groups.
  • Bachelor’s degree in Business, Operations, or Supply Chain Management with emphasis in supply chain or business preferred or equivalent work and management experience.
  • Five (5) years’ experience of Management of a team or business group.
  • Knowledge of MS Office and PeopleSoft ERP System is a plus.
  • High School Diploma or General Education Degree (GED).
  • Direct experience with a Supply and Demand environment including forecasts, receipt and deliver processes, inventory reports, accuracy validation procedures and audit procedures in an ERP/MRPII system is preferred.
  • Five (5) to Ten (10) years’ related experience in a complex fabrication and assembly environment with meaningful scale supply chain or manufacturing or equivalent combination of education and experience.
  • Proven project leadership and team participation skills.


DESIRED


  • Professional certification from APICS and/or ISM is desirable.
  • Master’s degree desired.
  • Gas & Oil industry experience preferred.
  • Ability to obtain security clearance.

Additional Information


This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.
