Description of Job
The Work Unit
The mission of the Office of Public Health Practice, Planning, and Local Partnerships (OPHP) is to collaborate and partner across the public health system to maintain and further strengthen statewide infrastructure and capacity. The Office of Public Health Practice, Planning, and Local Partnerships exists to build capacity and improve performance of state and local public health agencies. Office staff members work across the department and with local public health agencies, boards and organizations to foster collaboration and leverage resources to:
  • Provide technical assistance to state and local public health agencies for training, assessment and planning, public health practice, performance improvement, workforce development, 2 Revised 6/1/2022
  • Distribute funds to local public health and monitor contracts.
  • Increase public health practice competency through the utilization and dissemination of evidence-based best practices using a variety of delivery mechanisms including synchronic and asynchronous training, tools, and resources.
  • Lead Colorado's assessment and planning system for state and local public health.
  • Connect with national organizations and governmental public health agencies in other states.
  • Support the development of the public health workforce through training, capacity building, funding, and partnerships
  • Serve as a liaison and contact for all local public health agencies and provide connections to a variety of CDPHE programs and resources.
  • Develop infrastructure to ensure all counties provide the core public health services and local public health directors meet the defined minimum qualifications.
  • Represent the department in professional public health organizations.
What You'll Be Doing
This position will reside in the Office of Public Health Practice Planning, and Local Partnerships and will serve as the Grant Evaluator of the CDC Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems grant. The Grant Evaluator will facilitate progress reporting, use of grant performance measures, internal evaluation activities, collaboration with national partners from Component B on evaluation of the grant, and participation in relevant national organizational and workforce assessments.
This position will work extremely closely and collaboratively with a variety of people within and outside of CDPHE, including partnerships with Local Public Health Agencies, the Colorado Association of Local Public Health Organizations, Component B technical advisors, and the Centers for Disease Control and Prevention. The position will work with department health equity staff to ensure health equity is included in evaluation and work plans.
Minimum Qualifications/Substitutions

  • Seven (7) years of professional experience in public health, community education, and/or community outreach. (Substitution)
(OPTION 2)
  • Graduation from an accredited college or university with a bachelor's degree in public health, psychology, sociology, social work or closely related field.
AND
  • Three (3) years of professional experience in public health, community education, and/or community outreach
(OPTION 3)
  • A Master's degree from an accredited college or university with a bachelor's degree in public health, psychology, sociology or social work, or closely-related field will substitute for the required education and two years of experience.(Substitution)
AND
  • One (1) year of professional experience in public health, community education, and/or community outreach
