Salary Range: $29.57 - $39.95 Hourly


Hiring Range: $29.57 - $34.76 Hourly


Job Summary


Under general supervision of the Urban & Regional Planning Senior Urban Planner, this position is responsible for all Right-of-Way (ROW) coordination functions such as permitting processes, work by various utilities for city (i.e., Capital Improvement Planning) and non-city managed projects (i.e., utilities, development), and utility company management. This position coordinates across multiple City Departments (i.e., Public Works, Culture Parks & Recreation, IT, Water and Sewer, Clerks, Community Development and outside agencies (i.e., developers, utilities, etc.).


Experience, Knowledge, Skills


  • Valid driver license.
  • Working knowledge of geographic information systems.
  • Knowledge of the equipment and standard practices of both boring and trenching work used in installing various utilities.
  • Knowledge of utility design, engineering, construction and surveying techniques, or an equivalent combination of training and experience.
  • Experience with complicated practices and precedents.
  • Associates Degree (two-year degree) or certification program of comparable length in construction management or civil engineering or related field.
  • Possess basic understanding and application of theoretical or scientific principles, acquired through college education or advanced vocational skills strengthened by years of on-the- job experience.
  • General knowledge of personal computers, spreadsheets, data bases, word processing.


Essential Functions


  • Problem solving and decision making: Work is defined by policies, principles, and departmental objectives. Policies, even though clearly defined, are less limiting than procedures. Principles are the underlying disciplines such as engineering, law, or accounting. There is choice in determining the process to accomplish the work. Limits are set by professional standards, available resources, and program objectives established by a higher management level. The general pattern, program, or system exists but must be individualized. The “what” is distinctly stated; the “how” is primarily determined by the incumbent’s own judgment. Examples: Ability to plan, coordinate and oversee a variety of utility relocation and construction projects; ability to prepare, review and interpret engineering plans and specifications; ability to accurately read legal descriptions; ability to effectively communicate field conditions based on survey analysis; and the ability to understand and influence the behavior of others within the organization, customers or the public in order to achieve job objectives and cause action or understanding. Considerable knowledge of engineering principles and practices as applied to utility relocations; considerable knowledge of the equipment, materials and methods used in new construction and relocation of utilities
  • Communication: General knowledge of personal computers, spreadsheets, data bases, word processing, a good working knowledge of geographic information systems. Knowledge of the equipment and standard practices of both boring and trenching work used in installing various utilities. Inspection/discussion of construction progress. Coordination of design and/or construction of infrastructure projects.
  • Reviews plans and specifications for all Energy construction including, but not limited to, the oil and gas exploration, pipelines, and drilling activities.
  • Responsible for overall management of all ROW coordination and compliance, including but not limited to permitting, related performance measures, municipal code accuracy and compliance, roadway use agreements, co-location opportunities and process, permit process management and accountability, permit software management and licensing and accountability for those contractors who work in City ROW.
  • Review permits for crossing or water, sanitary sewer and storm water lines and ensure conformance with City standards. This may include review of utility easement vacations and coordinating a city response and/or approval.
  • Responsible for relationship management with utilities and helps to coordinate work within the City of Greeley and associated departments (i.e., Water and Sewer, Community Development, Public Works, etc.) on city and development projects.
  • Perform technical research, develop, and evaluate alternatives, prepare informative and understandable reports, and provide reliable advice on ROW related items and concerns.
  • Works with internal and external customers and agencies ensuring coordination and process compliance with right-of-way best practices and City ordinances. Performs inspections of utility conflicts and relocations for conformance with construction plans. Reviews construction plans, identifies utility conflicts and makes recommendations for adjustments based on city standards. Coordinates field surveys to clarify relocation plans and attends progress meetings to monitor, verify and manage utility conflicts during construction. Coordinates with Infrastructure Services and contractors to minimize mobility impacts.

  • Occasional carrying up to 20 pounds; occasional pushing up to five pounds.
  • Minimal physical effort typically found in clerical work.
  • Arm and hand dexterity enough to use a keyboard and telephone.
  • Visits to construction sites with heavy equipment operation.
  • Primarily sedentary, may occasionally lift and carry light objects.
  • May be subject to sitting, reaching, balancing, bending, kneeling, handling, feeling, and smelling.
  • Occasional pulling up to 10 pounds.
  • Vision, speech, and hearing sufficient to perform the essential tasks.
