Summary See below for important information regarding this job. Responsibilities Plans, organizes and directs Defense Logistics Agency (DLA) Energy strategic information programs in support of major DLA Energy missions, projects, programs and strategies. Develops internal and external public affairs guidance, strategies, plans and events, and prepares communication products in support of overall DLA/DOD objectives. Plans, develops and communicates Defense Logistics Agency information programs, policies and actions concerning current operations and issues to regional, national and international publics, both internal and external. Develops strategic communication campaigns and messages about agency positions and rationale designed to influence opinions or affect policy as they relate to DLA Energy, the DOD, and national policies for particular audiences. Recommends appropriate action and approaches regarding requests by news media to cover DLA Energy operations and activities for print or broadcast media, coordinates and supervises any filming or photo sessions. Serves as the primary DLA Energy spokesperson; establishes and maintains good relationships with members of the press, radio, television, other Federal, state and local agencies, industries, and civic groups. Develops and conducts news media training for Defense Logistics Agency leaders and staff. Requirements Conditions of Employment Qualifications To qualify for a Public Affairs Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Clarifies signification issues to generally responsive groups or individuals interested in the activity's programs. Develops materials for print, broadcast and online and which combination to use, when to increase communication with the activity's various publics. Determines and effectively uses the most appropriate communication channels using all suitable tactics. Assesses public reaction and identifies extent of understanding achieved to evaluate effectiveness of information programs. Possesses knowledge of public affairs strategies, practices, principles, policies, methods and techniques to allow incumbent to modify standard methods and adapt approaches in developing new information materials to enhance understanding of targeted audiences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
