Job Description
Duties


The primary purpose of this position is to review and evaluate the knowledge management and communications efforts of CP3. The position is also responsible for receiving and analyzing a wide range of information inquiries, and correspondence submitted to CP3.


The incumbent work with office staff in response to Senior DHS staff, Congress and Congressional Staffers, and Component customers.


MAJOR DUTIES


In this role, the incumbent makes assignments to CP3 staff to ensure proper clearance and coordination of responses in accordance with the Office of the Secretary correspondence program guidelines.


The incumbent research, gathers, develop, and checks the accuracy of information from a wide range of sources related to the policies and mission of CP3.


Analyzes and selects pertinent information; determines the most logical and effective use of the information; ensures consistency with recent and previous written materials; and determines the overall length and tone based upon purpose of document(s), the medium, and audience. The incumbent conducts detailed analyses of information requests and prepares or coordinates the preparation of responses based upon the information requirements needed. Ensures submissions are fully coordinated and approved by appropriate personnel.


The incumbent research, develops, and checks the accuracy of information from a wide range of sources regarding DHS policy objectives.


Enforces record management policies, standards, procedures, and practices to ensure effective information resource management.


Coaches the team in the selection and application of appropriate problem solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution.


Maintains program and administrative reference materials, project files and relevant background documents and makes available policies, procedures and written instructions from the supervisor; maintains current knowledge to answer questions from team members on procedures, policies, and directives. Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of


work-related information to the supervisor.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be a current permanent Federal employee
  • The program does not apply to members of the Military service or contractors.
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.


Qualifications


Qualifications required:


  • Expert knowledge to interpret and explain a variety of subjects, and to write and edit materials tailored to specified media and audiences. Ability to review proposed articles for instructional value and potential interest and make initial decision on what to accept or reject.
  • Knowledge Required by the Position:
  • Serves under the current administrative supervisor who initiates all assignments and tasks through direct discussions, conferences, or directives that broadly define the incumbent's duties, responsibilities, and mission.
  • Works with minimal supervision, using individual discretion and judgment. The incumbent is responsible for independently planning and executing all assigned tasks in accordance with the broad guidance provided by the supervisor and keeping the supervisor informed of significant events.
  • Expert knowledge of the finer techniques and nuances of writing and editing. Mastery of a broad range of information sources and analytical methods to research and develop information on the programs and policies.
  • As a recognized authority on assigned tasks, the incumbent's work is normally accepted without change and is reviewed by superiors for potential impact upon broad PLCY and DHS policies and objectives.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.


Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
  • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
