Overview


Reporting to the project controls manager and project managers, this position is responsible to be a process and functional expert of project controls processes including; establishment of project data collection processes, scheduling, scope, costs and risk/ contingency from all project disciplines. This role is responsible for monitoring and controlling project and program reporting within defined standards and consistent practices. The position works closely as part of the project team on the compilation, assessment and documentation of project costs and progress reporting required at various stages of the project.


Responsibilities


Include but are not limited to:


  • Mange the process and steps for Earned Value Management system reporting.
  • Responsible for establishing cost and progress monitoring practices including the tracking and control work for projects, including Transmission Lines, Substations, Distribution and Telecom projects.
  • Follow all policies and procedures.
  • Have excellent technical writing skills.
  • Implement approved cost control reports and information - core differences to management and project sponsors.
  • Support major storm restoration work as assigned.
  • Identifying internal - industry best practices for cost/ schedule controls and applying to internal standards consistently within the workgroup.
  • Responsible for ensuring the correct application of internal databases - for establishing - evoking methodologies to update database - cost/ schedule control tools based on historical triggers.
  • Identifying systemic issues within processes - tools, then develop corrective strategies to mitigate or eliminate issues.
  • Perform other duties as assigned.
  • Monitor outgoing cost control data and reporting to ensure reporting meets core internal criteria - consistency.
  • Develop, review and confirm outgoing reports for documentation and accuracy.
  • Analyze internal controls to identify trends in project forecasts. Support the project management process by attending meetings and working collaboratively with others.


Qualifications


Position Requirements:


  • Project Cost Control and management training and experience would be considered an asset. Additional Professional Certifications in Cost Management are preferred.
  • 10+ years project cost controls experience
  • Bachelor's degree in engineering, Construction Management, Accounting or related field.
  • Applicable experience may be substituted for the degree requirement.


Minimum 10 years related project cost controls experience is required. Electrical utility experience is preferred.


Highly Qualified Candidates Will Demonstrate


  • Skilled in reviewing contractor monthly reporting.
  • Demonstrated communication skills to deal with internal/external clients.
  • Experience managing design and construction Utility Substation, Transmission and Distribution projects is desirable.
  • Must be skilled in developing, maintaining, and analyzing project risk reporting and software.
  • Able to review contract documents/plans to develop schedules that coordinate with the client-s risk reporting requirements.
  • Previous Electric Utility experience
  • Experience with Data Analysis and business management reporting tools. (i.e Aconex, Oracle Tools)
  • Strong attention to detail and ability to self-check work
  • Advanced Excel, MS Project, Power BI and Software reporting experience.


PDE Qualification


May be required to complete the Project Manager Qualification.


  • Attain certification as PMI (or equivalent)


Working Conditions - Physical Requirements


  • Position will be an office environment with proximity to PDE staff. Occasional temporary relocation to project area may be required.
  • Physically able to perform the essential functions of the position.
