DCYF funds approximately $140 million in direct service grants serving 401 programs across 165 agencies in fiscal year 2021-2022. What You Will Do
.

Under the general supervision of the Program and Planning (Funding Teams) managers, this position serves as Program Specialist in the Department of Children, Youth and Their Families (DCYF).

The Program Specialist performs duties requiring a high degree of independent judgment on the tasks of developing and managing grant agreements and monitoring assigned grants for programmatic quality and compliance with funding requirements in the Service Areas of Out of School Time (OST), Educational Supports. Justice Services, Enrichment, Leadership and Skill Building (ELS), Youth Workforce Development (YWD) and other child and youth support services. The grants assigned to this position provide new and expanded services to children, youth, disconnected transitional age youth (TAY) and their families.

Program Specialists also supports the department’s planning activities mandated by Proposition C, the Children and Families First Initiative.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

The position will perform the following essential functions:

  • Manage special projects as assigned by Funding Team Manager, including developing a scope of work, setting timelines, conducting RFPs, managing contracts and reporting, convening meetings, coordinating multiple stakeholders, and making recommendations for improvements.
  • Participate in strategy development and refinement processes by providing relevant information gathered from grantees and the community that can be used to develop new and refine existing funding strategies and Request for Proposals (RFP).
  • Provide input at meetings with CBO’s, other City departments and private agencies to support the implementation of programs and projects, represent the department at assigned community events and develop strong working relationships with contracting agencies
  • Act as primary point of contact for grantees, assisting them with work plan development, invoicing, contracting and compliance.
  • Visit programs to assess quality. Provide light technical assistance and troubleshooting. Coordinate with other Program Specialists, Evaluation Analysts and Contracts Specialists to develop technical assistance plans.
  • Participate in strategy implementation by developing funding requirements, coordinating connections between grantees within a strategy as needed, and convening grantees.
  • Participate in RFP decision making process by reading and scoring proposals, discussing potential funding decisions, and providing critical information about program and agency capacity, performance and experience.

Qualifications


1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR

4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.

SUBSTITUTION: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Special Conditions:

Candidates must possess these two (2) special conditions:

  • Six (6) months of experience with the development, implementation, monitoring, and support of programs and services that focus on strengthening families; early care and education; prevention and early intervention; health and well-being; youth workforce development and empowerment; out of school time; violence response and truancy prevention; and community building with a focus on children, youth, and their families. (SPCDCYF)
  • One year (12 months) of professional experience performing programmatic assessment of children and youth programs. (EXCYP12), AND

Note: One year of full-time employment is equivalent to 2,000 hours worked.

  • Strong ability to work with, communicate with and relate with an array of stakeholders from youth to service providers to parents to elected officials to administrators.
  • Professional experience working with programs that promote positive youth development outcomes including afterschool programs, workforce development programs, health and well-being; nutrition education and development; violence prevention and intervention programs, teen leadership and empowerment programs, transitional age youth services, and behavior health services.
  • Comprehensive knowledge of youth development, principles, and practices; and youth organizations throughout San Francisco.
  • Knowledge of effective practices in nonprofit management and strong understanding of community-based organizations

$92,118 -$112,034 annual salary.

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - Candidates will be e-mailed a link to complete a Minimum Qualification Supplemental Questionnaire (MQSQ). This MQSQ is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications for this position as required for the minimum qualifications review. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Candidates who send in a completed MQSQ by the provided deadline, and meet the minimum qualifications will be invited to participate in the Supplemental Questionnaire Evaluation.

Supplemental Questionnaire Evaluation (Weight: 100%) - Candidates who meet the Minimum Qualifications will be e-mailed a Supplemental Questionnaire with 3 essay questions. It is designed to measure the knowledge, skills and abilities required for this 9772 position at DCYF. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process. A passing score on the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Score Report / Eligible List. Candidates will be placed on the Score Report / Eligible List in rank order according to their final score.

Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. The hiring department may conduct additional selection processes prior to making final hiring decisions.

Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.
