Job Description

Duties/Responsibilities:

  • Report directly to the CEO and COO with periodic contract management status, challenges, risk management and staffing.
  • Provide personnel to support the performance of specialized tasks in support of the client’s program through subcontractors and/or consultants.
  • Responsible for directing the conduct of personnel performing tasks or functions associated with this contract.
  • Serve as liaison with the company’s management, and be responsible for the proper recruitment of personnel necessary to staff each program function.
  • Perform project analysis, schedule, and cost forecasting. Compile programmatic metrics, briefings, and reports.
  • Set up and track earned value metrics (EVM) for all projects. Monitor and document project status using state of the art tools and methodologies.
  • Serve as the primary technical point of contact between the company and the client’s contracting officer's representative and senior leadership.
  • Responsible to organize, direct, and coordinate planning and production, financial planning, cost estimation, and program cost management across all contract activities including subcontractor's deliverables and their billing.
  • Provide project management support for cost, schedule, staff, scope
  • Responsible to establish and alter program organization to provide effective contract support and ensure performance to contract specifications and contract provisions.
  • Participate in project planning. Schedule project meetings; create and distribute meeting minutes. Assist project personnel in developing project plans and supporting documents.


Other:

  • Establish a training program for leads and staff
  • Liaison with corporate staff on a regular basis
  • Self-starter and operate with accountability to executive leadership and authority to make decisions on behalf of NDTI
  • Build a cohesive team of trusted leads and workforce
  • Build and establish uncompromising and trusted relationships with NASA JPL leadership
  • Travel to NDTI corporate office in Ridgecrest as needed
  • Build a high performance team bringing balance between work and quality of life
  • Mentor team leads and provide guidance


Experience/Education:

  • Certified Project Management Institute (PMI) Project Management Professional (PMP), or achieve within six months.
  • Management experience in IT/CS/Engineering frameworks and environments including cloud, high performance computing, TELCO, organizational web portals and related applications
  • Experience as primary point of contact for contractor’s tasking, including ability to direct a multi-disciplined team of technical experts, manage staffing and resources, develop cost and schedule estimates, provide metrics, and prepare budget and status reports.
  • JPL experience highly desired.
  • 8 to 12 years of full-time professional program management experience managing medium sized, diverse workforce. Must have specific experience in managing IT/CS programs that provide mission critical services at the enterprise level.
  • BS/BA degree in engineering, science, technical, information systems or related discipline. Master’s degree desired.
